About Charles Callaghan

I am a consultant and researcher with specialised knowledge of climate change and sustainable development. My experience includes advising on the development of low-carbon, climate resilient projects and programmes, funding applications, the development of climate investment plans, and preparation of market assessments. A significant amount of this work has been on the development of Green Climate Fund projects - including several multi-country, blended finance investment funds seeking investment from the GCF's Private Sector Facility. The assignments I have worked on span a range of sectors, including: Agriculture, Forestry and Other Land Use (AFOLU); Energy and Energy Efficiency; Health; Low-carbon Transport; WASH; and Waste. The majority of these projects have been within emerging and developing economies - including countries in Africa, Asia, Europe, and Latin America.I have master's degree in Development Economics (focusing on Sub-Saharan Africa) from SOAS in London. I also have a certification in Climate Change Adaptation Finance from the Frankfurt School of Finance and Management (and accredited by UNEP).

The Climate Finance Pathfinder (CFP) is designed to assist low and lower middle-income countries to develop strategies for accessing finance for projects related to their Nationally Determined Contributions (NDCs) under the Paris Agreement and other low-carbon and development policies. The Pathfinder process involves a detailed country-level mapping, including of climate finance priorities and sources, institutional arrangements, and project case studies, leading to recommendations on what steps the country might take to attract increased climate finance flows, especially of private and blended finance. The CFP also aims to identify initial potential project pipelines in key sectors identified within the country’s NDC. The Climate Finance Pathfinder has been developed by and is implemented by a team of international climate finance experts, in alliance with local partners.
