ARCS also provided e-learning courses through the Rhoads Online Institute subsidiary. Many of ROi's courses met state continuing education requirements.

ROi built and supported e-learning and traditional instructor-led programs for companies and professionals within the Insurance & Financial Services industries. Most ROi courses were approved for state-mandated continuing education credits. ROi was part of Aithent Regulatory & Compliance Solutions, which also built systems that managed compliance & related regulatory issues for companies and government agencies in the Insurance & Financial Services industries. ARCS' solutions included the State Based System (a partnership with the NAIC) and LEO (Licensing Environment Online) and PCRM, a system which managed the company-side of compliance. ARCS was the market leader in state regulatory systems software.

Founded and built distance-learning company, which evolved into Rhoads Online Institute. Consulted with clients regarding learning content and technology needs. Negotiated relationship as US-distributor for Marratech, a European-based distance learning company later purchased by Cisco. Led successful effort to install and implement content delivery systems, including hardware and software components. Identified and hired Subject-Matter-Experts for live instructor-led and computer-based-training courses.Built, authored and edited course content in a variety of formats. Executive-level responsibility for University College, Seton Hall University’s corporate and professional learning business unit. Consulted with corporate clients regarding needs assessment, solution development and implementation and post implementation evalution. Built SetonWorldWide, SHU’s distance-learning-based degree programs. Managed technical and Subject-Matter-Experts in developing online courseware and systems. Developed training curricula for targeted industries, including healthcare, insurance and financial services.

Built and managed a team focused on the learning needs of insurance and financial services for one of the first successful e-learning companies. Consulted with corporate clients on needs assessment, solution development, implementation and ongoing measurement of results. Developed training curricula and courseware for insurance and financial services. Interfaced with technical staff and managed Subject-Matter-Experts in the development of computer and video-based training courses.
