Chuck currently leads USAA's 1st line of defense (LoD) team responsible for overseeing the TPRM program. This includes the design and implementation of a best-in-class TPRM program aimed at driving value for the business, ensuring effective management of risks related to the use of third parties, and compliance with appropriate regulatory expectations. Chuck's team is also responsible for ongoing oversight of adherence to TPRM policies, standards and procedures, and aggregation of risk across USAA's third party portfolio.Prior to this role, Chuck led 2nd LoD Operational Risk Management (ORM) teams responsible for risk oversight of USAA Federal Savings Bank (Bank). This included the Bank's Risk Governance Framework, key risk indicators (KRIs), operational loss data and scenario analysis related to Dodd-Frank Act Stress Testing (DFAST), and initiatives necessary to meet OCC's Heightened Standards expectations. Chuck's team was also responsible for 2nd LoD ORM oversight of several Bank operational areas including credit card, consumer loans, deposits (checking and savings), collections, infrastructure and other operational support areas.Chuck has also served on USAA's Enterprise Risk and GRC team in the Chief Risk Office, where he led USAA's Strategic and Operational Plan Risk Assessments, Top Risk Assessment process, preparation for annual ERM reviews with rating agencies, monthly preparation and analysis of USAA's risk appetite report, and routinely supported reporting to the executive-level risk committee and Risk Committee of the USAA Board of Directors. He had additional responsibility for USAA's corporate insurance programs, including a wholly-owned captive insurance company. Since joining USAA in 1990, Chuck has held various roles in P&C, USAA Real Estate Company, La Cantera Development Company, and CFO (Enterprise Risk Management, Capital Management, Treasury). He also holds the Associate in Risk Management (ARM) designation.
