Charles Feinstein’s career focus has been on the energy, development and environment nexus. He commands core expertise in energy and environmental economics, renewable energy and climate change mitigation. Mr. Feinstein’s work builds on his service as a recognized energy expert, and his role as co-author of the World Bank’s landmark Environmental Strategy for the Energy Sector strategy paper (“Fuel for Thought”), the author of the World Bank working paper on “Economic Development, Climate Change and Energy Security” which presaged by over a dozen years the challenge posed by the current “Energy Trilemma,” and his conceptualization and leadership of the “Carbon Backcasting Study” which now provides the foundation for the incorporation of carbon shadow pricing in energy project economic analysis at the World Bank. He combines these technical competencies with strong organizational and people management skills that have been developed over the course of a nearly 40 year career in international development.Mr. Feinstein retired in 2016 as Director of the World Bank’s Energy and Extractives Global Practice. In this role he was responsible for the operations and day to day management of the World Bank’s combined energy, mining and oil and gas investment, analytical and advisory portfolio, valued at some $7 billion annually in loan and grant financing. He guided 12 geographic and thematic managers and 335 staff through the difficult reorganization that resulted in the formation of the new Global Practice in 2014, and led the new department’s portfolio prioritization, strategic staffing, and budget planning and execution. He was additionally responsible for business development and ministerial level relations in the East Asia and Pacific (EAP), Europe and Central Asia (ECA), and Latin America and the Caribbean (LAC) regions.
