Serves as the NC3 cyber security and supply chain risk management branch chief and is responsible for developing, analyzing, coordinating and recommending senior leader positions and views. Leads information technology, information security, cyber security risk and supply chain risk management activities for the NC3 Capability Portfolio Manager. Assesses NC3 cyber and supply chain risks associated with cost, performance and schedule trade-offs. Provides research, analysis, tracking and monitoring of technology developments and system programs. Provides expert knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE) process. Provides subject matter expertise in support of NATO NC3 modernization efforts.

Led a team of 10 government civilians, active-duty military and contractors. Executed a $10M budget line. Leveraged key relationships to have DTRA identified as one of only two US members of the newly established NATO NC3 Management Group focused on the modernization of NATO’s NC3 capability ensuring the safety, security and resiliency of NATO’s nuclear deterrent. Developed a first-ever Nuclear Fellowship at DTRA, endorsed by Headquarters Air Force provided career broadening opportunities for AF officers to learn about the DTRA mission and its impact on AF operations. Led the Conventional Nuclear Integration (CNI) discussion within the Department of Defense (DoD) as the Executive Secretariat for the DoD CNI Community of Interest (COI) comprised of members of the DoD, DoE, national labs and academia providing a forum for the US government to address CNI challenges outlined in the 2018 Nuclear Posture Review (NPR).

Recognized as the DTRA subject matter expert on Nuclear Command, Control, and Communication (NC3), developed the first-ever DTRA NC3 101 training course to fill an NC3 knowledge void throughout DTRA dramatically increased overall NC3 knowledge within the Agency. Executed Contractor Officer Representative (COR) duties for the $5M Project on Nuclear Issues (PONI) contract, engaged with think tanks, academia and nuclear policy and doctrine experts to analyze work produced by nuclear professionals and provide mentorship and education.

Led a 5 person branch; organized work activity and researched/developed talking points for senior leaders; successfully defended the $4B+ budget for AF NC3 modernization and sustainment. Spearheaded short-notice 3-star General level NC3 Summit; NC3 acquisition issues identified/game plan developed, action items worked to completion resulting in needed advancements for NC3 systems. Identified gap in HQ AF focus on NC3 cybersecurity; established NC3 cybersecurity working group and partnership with combatant command cyber team; key to solving NC3 enterprise cyber security issues.

Provided program management and coordination of all phases of the multi-million dollar IT Solutions and Services contract, ensured the contract was executed on schedule and within cost. Established a Program Management Office to track all contract activities; developed, maintained, and executed a Program Management Plan throughout the contract period of performance.

Directed the creation of the first AF Nuclear Communications, Command and Control (NC3) Integration Plan, a roadmap to evaluate capabilities and secure funding for NC3; led to over $800M in investments. Led Air Force (AF) integration for United States Nuclear Command and Control (NC2) System in direct support of the President and Secretary of Defense. Worked with the Department of Defense, Joint Staff, Air Staff and others to build NC2 operations, readiness, sustainment and strategic plans. Researched, created and updated senior staff decision briefings for AF Corporate Structure, Office of Secretary of Defense (OSD) and Congress. Project lead for the planning and execution of the first-ever AF NC3 Summit which brought together leaders from across the AF and other DoD agencies to discuss the vital role of the nuclear deterrence capability and address important budget decisions leading to multi-million dollar investment.

Developed, coached and mentored over 300 prospective Air Force Officers navigating college and military training, managed unit recruiting functions; exceeded previous recruiting goal by 35%.

Managed a diverse workforce of 120 personnel across 15 work centers; directed operation and maintenance of base communications and computer infrastructure; achieved over 98% network uptime. Directed operation and maintenance of base communications and computer infrastructure. Developed and instituted key maintenance policies and procedures to support life cycle management and sustainment of equipment. Led the team that managed and delivered base wide telephone, airfield/weather, mobile radio, and Weapon Storage Area (WSA) intrusion system services executing a $250k yearly Operations and Maintenance budget to ensure personnel had adequate training and qualification.

Led 60 person operations center; directed activities supporting worldwide intelligence, surveillance, and reconnaissance missions; sent real-time sensor data info to warfighters in active contingencies.

Led over 75 personnel in numerous Network Control Center workshops; provided critical communications support to the Air Force bomber mission.
