Employee And Labor Relations Specialist
CurrentAs an ER/LR Specialist, I provide expert-level advice and serves as a subject matter expert, providing authoritative advice and guidance on all types of problems, making important recommendations and decisions to management and the superintendent-Serve as the policy-level specialist and principal management resource, spokesperson, strategist, and practitioner in: Federal Labor Relations Authority, Merit Systems Protection Board, Circuit court proceedings, arbitration proceedings, collective-bargaining negotiations, and bargaining sessions with two labor unions, AFGE and FOP. I also apply my knowledge of principles, practices, legal and regulatory requirements in drafting or revising agency policies-Analyze and apply employee relations principles, practices, legal and regulatory requirements, and analytical skills to advise management about appropriate disciplinary or other corrective techniques in response to a range of conduct and performance problems. I also initiate, draft, track, and following up on all cases and actions to ensure timely completion and compliance, resolving problems or issues-Prepare a variety of correspondence on behalf of the agency to address Labor related matters, including: unfair labor practices (ULP), grievances/arbitrations, contract violations, representational and negotiability petitions, impasse proceedings, etc.-Provide advice and monitors the administration of formal performance rating and employee recognition plans, including addressing underperforming employees-Deliver training to management and employees on a variety of employee and labor relations topics-Explain policy and procedures to employees and management to help them understand rights, options and obligations, resolving disputes-Identify, provide advice and assist management and employees with advance leave requests, Family and Medical Leave Act issues, Employee Assistance Program and fitness for duty reviews
