UCLA Administration is a conglomerate of business and campus support units, including housing and hospitality, transportation, facilities management, IT services, events, police, fire, research safety, human resources, emergency management, and more. The organization operates on annual revenue/funding of nearly $800 million with over 4,700 employees serving customers across the UCLA campus. - Provide strategic planning, organizational effectiveness, and financial management services. - Set objectives to align organizational functions with the campus strategic plan, - Coordinate the development and management of the Administration strategic plan and annual financial reports. - Serve as strategic advisor to the Vice Chancellor and provides leadership for the continuous improvement of the work environment and work processes, resulting in the delivery of excellent and efficient customer centric services.- Direct the implementation of financial and related budgetary objectives, including financial reporting. - Manage the Financial Management and Organizational Effectiveness & Development teams in delivering excellent service across the organization and improving customer service.

• Served as executive finance leader for over $1 billion in sustainable and reliable water, wastewater, recycled water, solar energy, and utility projects.• Partnered with local, regional, state, and federal agencies to secure and administer external grant and funding opportunities.• Optimized a $1.3 billion debt portfolio which reduced debt expense by more than $150 million. Oversaw rating agency campaign which resulted in multiple upgrades and AAA rating for senior lien bonds.• Actively managed and invested over $500 million fixed-income portfolio. Reduced risk by purchasing highly-rated municipal securities, shortening duration exposure, and diversified corporate issuers.• Developed and presented multiple rate studies, including the 2017 Cost of Service and Rate Study which resulted in lower water rates in 2018, higher operating revenue, and integrated the water shortage contingency plan to address future drought conditions. • Designed and administered long-term financial plan and model, biennial budgets, and annual financial reports. • Composed and administered multiple policies including Debt, Real Estate, and Investments. • Directed the planning phase for a complex enterprise software (ERP) and led change management discussions with internal finance and accounting teams for procure-to-pay and billing software implementation. • Developed, coached, and motivated managers, supervisors, employees, and interns to build a customer-service and results-oriented team.

Served cities, counties, special districts, airports, seaports, water and electric utilities, hospitals, school districts and other local and state governments with capital and financial plans, policies, and rate studies. Supported clients in accessing municipal debt market including commercial paper, VRDO, revenue and general obligation bonds, lease financing, finance pools, JPA, IDB, CFD, AD, RDA, and other instruments and structures. Issued over $3 billion in municipal bonds to construct critical infrastructure across western US.
