Throughout these efforts, Charles has worked collaboratively with a cross-section of stakeholders to establish and grow result-oriented coalitions dedicated to improving regional mobility, investing in education and advancing economic growth.Charles grew up on Maury Island in the Puget Sound, and worked his way through school in the fisheries of Alaska. He received a Diplôme Superieur from the University of Paris, the Sorbonne, and a BA magna cum laude from New York University. Later, Charles was selected as a Rhodes Scholarship finalist and went to graduate school at Oxford. He’s a Leadership Tomorrow alumnus, a 40 under 40 award recipient and a Marshall Fellow. He's also an Eagle Scout and a member of Scouts For Equality. An avid mountaineer, Charles has crossed Washington state on foot, and completed 900 miles of the Pacific Crest Trail between Mexico and Canada. He lives with his wife and two sons in Seattle.

Senior Advisor - Innovation And Global Affairs
Appointed by Governor Inslee to serve as his Senior Advisor for Innovation and Global Affairs. Managed a $4 million business retention and recruitment fund that resulted in 3,400 jobs. Won CNBC’s #1 state-for-doing-business award, and helped increase GDP growth to 3.1%, and reduce unemployment to a record low of 4.7%. Led economic recovery efforts after three major incidents. Led negotiations for the largest and greenest transportation revenue package in state history—a $70 billion investment in light rail, ferries, buses, bikes, roads and bridges that will provide 200,000 jobs over 16 years. President Barack Obama called it "the largest infrastructure package in Washington State's history, lining up new investments in all forms of transportation that will create jobs faster, help small businesses, and ship goods faster, and help, most importantly, parents get home to their kids faster from a long day's work." (President Obama Remarks, June 25, 2016). Achieved the nation’s 2nd highest electric vehicle (EV) adoption rate, a 30-fold increase in state-owned EVs, and conversion of the three largest state ferries to electric propulsion. Conducted bilateral talks with the prime ministers of Canada, Sweden, Norway and Denmark, and led the Governor’s delegation to the 2018 World Economic Forum’s Annual Meeting in Davos.
