Charles is responsible for delivering against the overall mandate of Petroleum Hub Development Corporation (PHDC) as established by Act of Parliament (Act 1053) and is supported by an experienced and accomplished team of professionals.On the 18 June, 2024, He led the team to negotiate and signed the Phase 1 agreement estimated at $12billion out of $60billion for the entire petroleum and petrochemical hub project in Jomoro in the Western Region of the Republic of Ghana for the development of refineries, petrochemical plants, storage tanks and Jetties with port infrastructure among others.

Analysed, assessed and presented sustainable growth strategy in the energy sector in respect of reliable and affordable power, strengthen the balance sheet of the energy sector SOEs as well as reducing the NPLs within the banking sector due to the legacy debts in the energy sector. Design policies, procedures and controls to ensure these legacy debts within the energy sector are settled as well as building a resilient, vibrant and affordable power. Also, a strategy to revamp the domestic revenue mobilization in the area of people, technology and processes to build a robust and integrated Revenue Authority.• Coordinated the special purpose vehicle to initiate a 10-year ESLA Bond programme of GHS10billion.• Instrumental in delivering four consecutive Ghana Eurobond roadshows from 2018-2021 of US$2billion in 2018 and US$9 billion (US$3 billion each year respectively) as budget support and liability management.• Played a lead role in the BDCs and GoG Negotiation on US$1.43billion legacy debts from 2011 to 2015• Led a team to establish SMEs Credit Fund to fill the gap created due to the financial sector clean up.• Member of National Budget Statement Preparation Team from 2017 to 2021.• Coordinated the Ministry of Finance, COVID-19 National Response Team.• GHS1.2 billion Coronavirus Alleviation Programme [CAP] - led the set-up of GHS600 million (CAPBuSS) to support Micro, Small and Medium businesses during the COVID-19 pandemic to protect job losses and revise industry under the mandate of NBSSI with the overarching goal of ensuring that economic activity is sustained across Ghana.• Played key role in domestic revenue mobilization institutions reforms to build efficient and responsive revenue authority.• Tax Audit Transformation Advisor – GRA, set up a tax audit and quality assurance department to ensure audit excellence by introducing audit management solution, data analytics and revenue dashboard for prudent decision making by top management.
