Director of Life Cycle Cost Estimating and Analysis within the Financial Management Business Transformation division, supporting the implementation of the Department of Veterans Affairs, $7.4 billion finance and acquisition management system throughout the 3 Administrations and 24 Staff Offices. Works closely with technical experts, project leads, and project managers in planning, creating, and managing the program's cost estimate and actual costs. Provided technical oversight, guidance and leadership to cost estimate representatives who are required to submit detailed reports on the annual cost estimate and annual actual cost performance.Led a staff of 13 employees and contractors in establishing, implementing, revising, and maintaining the Schedule Management Process by incorporating project and enterprise project plans and schedules to include any external dependencies and cross-functional team schedules. This was across five project schedules and 22 workstream schedules, comprising approximately 2,600 line items per project. Directed and assigned goals and objectives for subordinate and cross-functional professional staff and evaluated work to be accomplished at the GS-14 grades.

• Led a team of 7 project managers and 5 project analysts. Had oversight of over 20 government projects, exceeding $50 million. Projects ranged from building new 3-story buildings, network installation, electrical system installation and rerouting, refurbishment and demolition of buildings, remediation of nuclear facilities and support structures. Reduced turnover time from 4 weeks to 2 weeks from project team to principal stakeholder.• Responsible for ensuring resource loading charts were accurate, to ensure proper project team personnel were available. Through collaboration and optimized planning, was able to streamline the process of transitioning the project from planning to execution from 2 months to 3 weeks.• Designed, organized, and executed risk and issue project coordination and collaboration meetings within 2 sub-divisions, allowing foresight on potential issues and capitalizing on opportunities.• Conducted weekly program meetings with project managers, unit managers,, contract specialist, principal engineering managers, and logistics management ensuring projects met scope, schedule, and budget and issues were identified and corrective actions were being taken. Through collaboration with other subdivisions, a team was formed to increase subcontractor competition, reducing pricing by 15%.
