VBA’s $3.9 billion General Operating Expense (GOE) and $1.8 billon Toxic Exposures Fund (TEF) budgets support operations for more than 31,500 employees focused on providing $183.9 billion in benefits and services to over 7 million Veterans, Servicemembers, and their families. Responsible for direction and oversight of 312-person team focused on budget, finance, accounting, enterprise risk management, and fraud, waste, and abuse (FWA) operations. Under his leadership, the Office of Financial Management was recognized as VBA’s “Best Place to Work” from 2020-2022 via the VA-wide All Employee Survey.

Responsible for leading 138-person team focused on national training, quality, and business systems in support of 14,558 employees dedicated to processing disability compensation claims across VBA’s 56 Regional Offices, ultimately delivering $96.6 billion in payments to over 6 million Veterans and their beneficiaries. Determined strategic direction for Operations Team and ensured plan aligned to agency priority goals.

Directly led staff of 13 budget analysts and indirectly oversaw fiscal operations for 86 staff members in the VBA Central Office and across 56 Regional Offices. Responsible for the forecasting, budgeting, and execution of VBA’s $3.9 billion GOE budget for 22,200 employees to deliver $108.9 billion in annual benefits and services to Veterans, Servicemembers, and their beneficiaries.

Led 14-person team focused on delivering Applied Economic Analysis service offerings to DoD clients across Hampton Roads. Responsibilities included serving as deputy market lead for AF EBA team focused on integrated Financial Resource Management.
