About Charlie Fox

Having a fascination and inclination toward most things technology-related, it’s no surprise that I found a path into technology as a profession. Nearly 30 years into my career (don’t let the picture fool you), I'm still just as excited to see a new way to approach an old challenge as I was the first time I stuck an 8-inch floppy into an IBM. Following 16 years running my own company, I again wanted to help solve some of the bigger challenges facing government. (In the late ‘90s, I served in the White House where I authored a business case to save $4.5 billion as part of a Federal government HR system, as well as helping to avert the Y2K bug.) So, I joined Microsoft. Constant learning and improvement has driven me (e.g., Microsoft Designing and Implementing a Data Science Solution on Azure [DP-100], Prosci, Microsoft-INSEAD AI Business School, three Microsoft certificates, TOGAF, PMI PMP). And not only learning in information technology, but also areas like transportation (I developed a technology architecture for a national transportation company that cut annual costs by 64%), K-12 special education (where I led a technology team that improved the student evaluation on-time rate by 20%), and the construction industry (resulting in the award of a US Patent).It would be my pleasure to connect with you. Looking to to turnaround a $2.1 million situational awareness/geographic information system (GIS) project, Amtrak retained me as an enterprise architect and senior project manager. The project had been underway for 1½-years, but hadn’t achieved any milestones. Withing six months, my team delivered five of the seven critical requirements for less than 10% of the project budget. This was the first-ever system at the company to display real-time location and data of all trains nationwide. Based on that success I was asked to analyze an Amtrak unit’s technology and application architectures. My recommendations streamlined operations (e.g., de-commissioning two data centers, shutting down non-value-added applications) and reduced the annual technology budget by 64%, all the while helping improve the security posture.On another initiative I led a team that integrated surveillance camera systems at 33 locations (2,500 cameras) from Boston to San Diego. We completed the project under budget and shortened the integration cycle for locations from months to weeks by ensuring collaboration among project teams and developing a tool to organize and share information.

Washington, DC’s K-12 school system had cycled through a number of case management tools in an effort to gain control over services for kids. I had the privilege of leading a team to help some of the neediest kids in the nation’s capital. We integrated student records from 30 public- and charter-school systems with a Web-based solution. The integration was particularly complicated as the school system was under federal court supervision due to two class-action lawsuits for substandard performance. Not only did my team complete our project on time, but also we instituted data quality techniques to automatically identify real-time data inconsistencies between the legacy and Web-based systems. The improvement in data accuracy and timeliness helped the school system improve by over 20 percent its on-time rate for student evaluations, helping settle a class action suit against the city.

With the Homeland Security and Emergency Management agency, I had oversight of over 40 homeland security grants ($19 million) within the National Capital Region (Washington, DC, Maryland, and Virginia). Grants ranged from purchase of bomb blast film for windows, security camera and fencing, and bluegill fish to check for the presence of toxins in the Potomac River. Under my leadership all of those grant funds were executed on time. Additionally, I led an initiative to redesign the $70 million grant process, creating a virtually paperless process at virtually no cost.
