As the Director of the Non-Depository Entities (NDE) Division, I was responsible for the supervision and enforcement of the following industries: mortgage lending, servicing, and brokering, along with money transmission, check cashing, small consumer finance lending, and refund anticipation lending. Supervision and enforcement of the NDE Division includes: - Coordinating and scheduling multi-state mortgage origination and servicing examinations as Chairman of the Multi-state Mortgage Committee (MMC). - Coordinating and discussing multi-state mortgage company issues with the CFPB in order to provide more comprehensive regulatory oversight. - Communicating with industry representatives and licensees regarding legislative changes and interpretations.- Drafting and maintaining up-to-date policies and procedures to account for internal process changes and amendments to state and federal laws and regulations affecting the industries under the supervisory authority of the NC Office of the Commissioner of Banks (NCCOB).- Analyzing and reviewing market trends (i.e. internet and payday lending) in comparison to state and federal laws and regulations to ensure a balance of consumer protection and industry health is maintained.- Coordinating with in-house counsel and industry and consumer stakeholders to work through proposed legislative changes (statutes and administrative code rules) needed to ensure applicable laws remain current and relevant in the continuously evolving industries under the supervisory authority of the NCCOB. - Negotiating the resolution of examination findings through meetings with senior management and in-house counsel to resolve cited concerns, borrower harm, and future regulatory compliance.- Reviewing applications for licensure/registration to ensure applicants meet the statutory requirements to engage in business activities under the supervisory authority of the NCCOB.-Managing a staff of approximately 24 in licensing and examinations.

Responsibilities included: serving as main contact for the NCCOB Mortgage Licensing System making sure enhancements, corrections, and changes to the system occurred with minimal disruption; serving as the NCCOB representative on the Conference of State Bank Supervisors (CSBS)/American Association of Residential Mortgage Regulators (AARMR) Project Work Group to develop the NMLS; communicating with fellow state regulators regarding common issues and licensees to enhance the effectiveness of the NCCOB’s regulatory oversight of the mortgage industry; coaching, mentoring, and evaluating the mortgage staff to make sure each employee was performing at their highest potential.

Responsibilities included: conducting compliance examinations of consumer finance companies, check cashers, and payday lenders; conducting both on-site and off-site examinations which included a review of consumer loans files and books and records to determine compliance with NC statutes and rules resulting in reports of examination being issued; conducting exit interviews with licensees to go over examination findings, concerns, and recommendations; reviewing other examiners’ reports for accuracy and grammar; evaluating examination letters of response to ensure findings were adequately addressed and corrective actions were implemented; providing dispute resolution assistance for NC customers covering: banks, mortgage lenders, servicers, and brokers, along with consumer finance companies, money transmitters, refund anticipation lenders and check cashers.

Responsibilities included: achieving small consumer loan and mortgage loan production goals; maintaining profitable branch operations; supervising employees to accomplish branch goals; hiring, training and mentoring employees and delegating work assignments; working with local companies to develop a network of retail installment dealers in order to grow the customer base of the branch; providing detailed reports to the district manager regarding projected growth and potential obstacles; ensuring compliance with all applicable state and federal laws and regulations.

Responsibilities included: scheduling the work flow of raw materials through the manufacturing process (knitting, dyeing, cutting and sewing) to ensure business customer orders where delivered on-time; producing monthly and weekly production schedules; adjusting production schedules to account for late/defective materials or weather related delays in order to keep 200+ employees supplied with raw materials necessary to make the end product; focusing on finding solutions to issues and problems that arose on a weekly basis; and discussing scheduling concerns with the sales department and various production managers to ensure timely deliveries.
