Charlton Evans is the founder and CEO at End State Solutions, a firm focused on certification, airspace access and operational excellence in aviation. Charlton has significant experience in synthesizing certification, operational approvals, delivery operations and aerial data collection with UAS. He works closely with the FAA to meet enterprise customer needs. His relationships with the FAA have been built on collaboration and trust. Charlton is a current and active commercial pilot with over 35 years of aviation experience and over 1300 hours of flight time. He is currently involved in Part 135 air carrier operations and aerial data collection, analysis and distribution operations. Charlton has led many small and large teams to successfully tackle challenges within the UAS industry. In 2012, he managed the Type Certification “Pathfinder” effort for Insitu’s ScanEagle under CFR 14 § 21.25 and §91.113(b) waivers . Charlton managed the subsequent commercial deployment for ConocoPhillips in the Chukchi Sea. In 2015, he led the FAA Pathfinder Focus Area 3 for BNSF BVLOS flights. In 2016 ScanEagle N202SE was inducted into the Smithsonian for the historic accomplishments during those commercial operations. In 2017, Charlton's team responded to the Hurricane Harvey and to the Eagle Creek and Tubbs Complex fires with the ScanEagle. Many industry firsts were accomplished through Charlton’s leadership including the first corporately controlled TFR. Most recently Charlton and his team helped Matternet achieve Type and Production Certification for the Matternet M2 delivery drone.
