Serves as Employee Education Officer and facility Designated Learning Officer at the U.S. Department of Veterans Affairs (VA) in New Orleans. Manages Employee Education Corporate Function which coordinates training and education programs for more than 2000 employees. Employee Education oversees new employee orientation, leadership development, entry-level skills enhancement programs, and mentoring programs. Serves as facility Employee Engagement Champion, charged with leading efforts to increase employee satisfaction at work.

-Ensures that employees are counseled on career goals and assigned education programs.-Establishes local Education policy and procedures, sets and approves budget goals and expenditures for the service, and analyzes and reports education needs and effectiveness.-Determines and enforces Veterans Health Administration, Office of Academic Affiliation, and Joint Commision requirements.-Interface with university representatives to initiate associate health training affiliations and foster student participation in learning and/or research activities presented by the VA.-Makes determinations and advises on complex administrative and educational issues and problems that could affect health care delivery in the SLVHCS.-Establishes criteria to measure and/or predict the attainment of program or organization goals and objectives.-Serves as the facility Designated Learning Officer and as a resource and advisor to the ACOS/E in the development and review of training and education plans and strategies for both clinical and administrative staff.

Responsibilities include oversight of trainings, orientations and other workforce development initiatives, including new employee orientation. Manage and analyze educational and patient care project outcomes; manage and analyze databases and complex datasets; make recommendations on project effectiveness and efficiency; lead team members and provide technical guidance to accomplish special projects; develop project milestones, scope and schedules, guidelines, business requirement documents, and deliverables. Conduct quantitative and qualitative assessments to improve trainings that affect patient care. Additionally, serve as domain manager and learning manager for development of online learning at the Southeast Louisiana Veterans Health Care System. Utilize VISTA online application and coordinate CPRS training for all new employees.

Duties include overseeing OPA web site, Clearinghouse and Technical Assistance activities. Additionally, manage HIV prevention activities; oversee conference planning; provide guidance and administrative support as Regional Liaison to three Federal regions; write grant announcements and proposals; develop numerous reports, including Congressional reports; and participate as member of three federal steering committees. As Contracting Officer Technical Representative (COTR) for several contracts, direct functions including strategic planning, goal setting, staffing, budget projection and fiscal management; approve activities/tasks, timelines, final products, budgets, and invoices; and participate in policy-making decisions in support of OPA/family planning medical, clinical and educational services. In overseeing the website direct development, maintenance and evaluation of the English/Spanish OPA web site and social media tools. I also serve as advisor to senior staff regarding new web policies and guidelines, e.g. Section 508. In managing the Clearinghouse oversee collection, development, management, promotion, distribution and evaluation of OPA electronic/print health materials. Publications are distributed to grantees, contractors and the general public as requested. In addition to managing the web site and Clearinghouse, provide oversight for the Technical Assistance (TA) contract which includes approving TA requests from regional offices, and facilitation of conference planning and objective review committees for the grant review process.

Assess and provide guidance to the Center for New Media (CNM) on New Media trainings. Plan and organize informational sessions for HHS web community. Assisted in implementing the H1N1 Video Contest for the White House. Recently completely 10 session New Media brown bag series which included topics such as YouTube, Twitter, Facebook, Vodcasts, Podcasts, and other New Media platforms.

As program manager at Resource Network International, I assisted the Office of Population Affairs in developing a national multichanneled media campaign to encourage teens to live a healthy lifestyle. I facilitated and conducted a literature search, several rap groups and focus groups in the Washington, DC and Jackson, MS areas. I worked with local government health officials and the school systems to conduct key informant interviews with health professionals and rap sessions and focus groups with youth. I assisted in writing the final report, which included results from the literature search, rap sessions and focus groups, documented findings and recommended how to proceed with developing a multichanneled media campaign.

As Program Director at the Institute of Women and Ethnic Studies (IWES), I developed a creative and innovative approach to preventing teen pregnancy. It included organizing, producing and broadcasting a television talk show and radio program for and by teens. The program fostered leadership and technical skills among teens and provided a platform to discuss public health issues including teen pregnancy, obesity, drug and alcohol abuse, violence, STDs and HIV/AIDS. Clinicians, health professionals, teens, etc. were invited as guests for the show to educate and provide current facts/insight regarding the show’s topic. To gleam more from participants, I assisted in developing and disseminating evaluations. Additionally, I organized a series of media trainings for community-based organizations. I partnered with local news anchors, radio personalities and newspaper columnists to facilitate sessions on marketing organizations.
