Expertise includes: tacit and implicit knowledge transfer across generations and across cultures, knowledge network analysis, use of social media for knowledge sharing in security restricted environments, technical leadership of information operations systems, spacecraft and ballistic missile defense systems, knowledge transfer events, social network training in English or Spanish.

Advised county board of education decision makers in science for K-12 students. Provided liaison to the larger science community connecting programs, faculty, researchers and students with government and local industry. Supported STEM programs, science & engineering fairs, advanced placement classes, magnet and signature science programs. Helped build curriculum, select science class texts and promote opportunities for students to achieve higher levels of science literacy regardless of gender, race or ethnicity. Led Web 2.0 tiger team that made accepted recommendations for greater online access and presence.

Participated in decision making for this non-profit community theater focused on serving youth. Served as Board secretary, publishing board meeting minutes. Managed theater costume and set properties. Created asset sharing agreements with other non-profit theaters and local schools. Provided tech support for all productions and fund raisers.

Ms Izquierdo served in many technical and executive positions at NSA culminating in this corporate leadership position where she developed a unique knowledge network analysis technique that produced a knowledge gain/loss assessment and decision aid to protect the Agency's key tacit and implicit knowledge. She motivated Web 2.0 networking for key knowledge transfer across the intelligence community and presented information age skills training enabling experienced personnel to transfer their knowledge in ways accessible to new employees.

Recruited from school as a mathematician to reconstruct or predict trajectories from space & missile instrumentation signals. Certified in signals analysis of space systems. Recommended by Lt. Gen. Faurer & selected by NASA in 1984 as Mission Specialist candidate. Kept astronaut candidacy to 1999 with VADM Studeman’s recommendation. Alas, DoD chose rocket payload delivery. In the 1990's, led signals intelligence production on land, air & sea weapons C2 & on defense industries; led parts of several joint service, special access programs under the OJCS; co-wrote the concept of operations for a special support center & negotiated Info Ops agreements. Was Exec Assisstant to Bill Perry, Art Money and others on NSA’s Advisory Board; & to Director of Operations RADM Clark. Managed legislative affairs while conventional forces in Europe realigned. Refocused missions & reoriented downsizing survivors. Directed the joint Defense Special Missile & Astronautics Center. Replaced its crumbling physical & outdated technology infrastructures. Improved US Ballistic Missile Defense strategy by disproving a National Intelligence Estimate. After 9/11, led a Research Group to a new research agenda, securing tactical & cryptologic funds & leveraging partner funds; negotiated the Research Directorate service agreements; adapted DoD technology readiness metrics; initiated quarterly reviews for end-users facilitating technology transfer; produced the first CD ROM annual group report; and helped researchers receive royalties. Became passionate about EEO & diversity after serving on a court-decreed EEO panel & finding inequities that VADM Studeman corrected. Supported minority recruitment, organized retention efforts; was minority member of many promotion boards; chaired the Stokes scholarship board; wrote the charter for VADM McConnell’s Cultural Diversity Council, chaired its Systemic Barriers committee, found & abolished metric-supported barriers.
