H.E. Chea Sereyvath is the Secretary-General of the General Secretariat of the Digital Government Committee. In his current role, he has made significant achievements in positioning Cambodia on the international stage in the digital sector. Notably, in 2021, he received three awards for the “QR Stop Covid” system: The Cambodia ICT Awards, The ASEAN Digital Awards, and an award from The International Telecommunications Union (ITU). This year, in 2024, he was awarded a gold medal for verify.gov.kh, the Cambodian Government’s document verification platform, in the Public Sector Category at the ASEAN Digital Awards in Singapore. This officially recognized “verify.gov.kh” as the most distinguished digital solution for delivering public services in ASEAN for 2024. With over 22 years of professional experience, he has led successful digital transformation initiatives and has successfully managed projects specializing in solution architecture and business process automation, delivering solutions to customers in diverse regions, including Hong Kong, Japan, Korea, Australia, the UK, the US, and the European Union, and for tech giants such as Microsoft and Google. Within the Cambodian government, he has overseen projects for various entities, such as the Ministry of Planning, Ministry of Interior, Ministry of Health, and Ministry of Post and Telecommunications. He received his B.E. in Information and Communication Technology from the Institute of Technology of Cambodia (2004), and a master’s degree in computer science from both the Francophone Institute for Computer Science in Vietnam and Université Catholique de Louvain in Belgium (2007).His motto has always been, "Never build software; instead, create a solution with ROI."
