Crystal Chen is a Tax Senior Manager of Deloitte China's National Technical Center and International Tax and M&A Tax Practice, based in Beijing. Working for more than 11 years in Deloitte China and Japan, Crystal has in-depth knowledge and experience with respect to China tax and international tax, and is familiar with Chinese cross-border investment, mergers and acquisitions and foreign exchange related regulations. She has rich experience in providing tax advisory, tax compliance, mergers and acquisitions, reorganizations, Business Model Optimization and other tax and business advisory services to multinationals, private enterprises and PEs. As a member of National Technical Center, She has focused on international tax issues and supported China tax authorities in many research projects, including BEPS, tax residency rules etc. She has also frequently drafted articles for both Deloitte and external publications and participated in many consultation meetings with the State Administration of the Taxation and the Ministry of Finance on tax issues. Crystal Chen received a bachelor's degree in Japanese from China Foreign Affairs University and a master's degree in Economics from Capital University of Economics and Business. She is also a CPA and CTA.陈莹女士是德勤华永会计师事务所中国税务技术中心及国际税收小组的高级经理。陈女士拥有12年在德勤中国和德勤日本的专业工作经验，熟知中国税收法律体系和国际税收体系，并对中国跨境投资、并购重组、外汇等相关法律法规有着深入的理解。她为众多跨国公司、民营企业、私募基金提供了诸如包括税务日常咨询、纳税申报、并购交易、架构重组和经营模式优化等多种涉税服务。作为中国技术中心的一员，陈女士非常熟悉国际税收领域的相关法律法规，为政府部门提供包括BEPS, 各国税收居民企业判定等多项国际税收研究，并为国际税收杂志和德勤内部刊物撰写多篇国际税收相关文章。陈女士也经常与财政部、国家税务总局就国际税收问题进行沟通，为国家制定国际税收政策提供专业意见建议。陈女士获得外交学院日语学士学位和首都经济贸易大学经济学硕士学位，是中国注册会计师（非执业），中国注册税务师。
