Ms. Cook-Posley has over twenty years of experience centering equity, inclusion, accessibility and accountability in programs, systems and institutions. She provides expert technical assistance to public/private partnerships and programs to address the needs of target populations in crisis and lead federal grantees, FB&CBOs build capacity, re-evaluate policy, practice and systems in order to integrate innovative, outcome based strategies. Dr. Cook-Posley possesses expertise in strategic leadership and direct service implementation within the areas of social /human performance improvement, policy, human services, poverty, and minority health. Ms. Cook is considered a performance measurement expert, serving as as a site team lead for the Alfred P. Sloan, Results Based Accountability Initiative and the US Department of Health and Human Services Performance Measurement online training module's. In addition, Cheryl has provided leadership to the National Civic League, National Assembly's Family Strengthening Policy Center, and to the US Department of State’s Office of Policy and Evaluation in the design and deployment of E-GOALS, Survey Management System, [SMS] the Bureau of Educational and Cultural Affairs’ on-line Performance Measurement System and Dashboard. Additionally, she served as lead in the development and implementation of numerous outcome and program evaluations and strategic planning processes for international and educational exchanges as well as to national federal demonstrations under the Office of Juvenile Justice and Delinquency Prevention, Office of Justice Programs.
