• Establish training strategies to ensure compliance with PHMSA regulations. • Provide oversight for mandated compliance training programs to ensure training is completed and documented in accordance with regulatory requirements and established standards.• Manage evaluator qualification program and facilitate annual trainings. • Maintain employee and contractor qualifications across the company. • Participate in API OQWG and other industry related groups• Stay abreast of industry advancements, and proposed and final regulations impacting the Operator Qualification Program• Engage in the rulemaking process as needed, prepare comments and work collaboratively with fellow employees, industry trade organizations and regulators to influence proposed rule changes.• Work with vendor and suppliers to ensure all regulatory requirements and company initiatives are being achieved.• Define competencies for Operations job roles with the Operations leadership team• Implement the competency management program within operations • Map associated trainings to defined competencies• Define competency program governance• Develop and implement the competency program within other departments • Manage competency program software• Participate in industry groups to stay abreast of competency management trends and best practices • Ensure integration with associated Training and HR teams to provide employees with development programs

• Maintain a thorough understanding of applicable Operator Qualification regulations assist in the development and process improvement of the OQ Program• Ensure all OQ documentation and OQ references are reflective of current program standards• Assist in the development of Plains specific OQ training and evaluation• Develop and manage contractor compliance efforts • Facilitate communication between OQ compliance systems• Review and assess contractor 3rd party data providers• Promote and champion corporate training systems and services• Assist in Post-Accident Assessments • Employee set up in eTraining Portal• Manage OQ evaluator qualifications • Support and provide training for OQ compliance efforts • Participate in API OQ Meetings• Coordinate and cultivate inter-department support/interaction as needed
