Led the Iowa based startup of one of the most comprehensive Medicaid managed care programs in the country which includes serving members eligible for TANF, Medicaid expansion, SCHIP, dual eligible, and waiver (including elderly and intellectual disability, and brain injury). Through the development of a robust network, value based agreements, care management programs, and solutions to address social determinants of health, our members benefit from a program that focuses on improved health outcomes for each member and the Medicaid population overall.

Senior executive leader of a $300+ MM non-profit organization with for-profit subsidiary and Foundation. Leadership of strategic plan development and implementation, operations, finance, technology, and compliance. Led various business development opportunities, including the successful design and implementation of an innovative adult dental Medicaid program focusing on population health outcomes through member and provider behavior changes. Accomplishments also include strategy development and implementation related to the Affordable Care Act, development of an information systems vision and execution of a multi-year plan that enabled the company transformation to a more data driven, analytical approach to managing the business, and leadership of a company-wide initiative to significantly improve service delivery to stakeholders, improve teamwork within and between internal teams, and creation of significant expense savings.

Led financial team of a $600+ MM life and health enterprise including a holding company and multiple subsidiaries, with responsibilities for corporate wide budgeting, financial reporting, and general accounting. Leadership of project to create a comprehensive financial management package including the development of a system solution and conversion to GAAP accounting. Financial package and technology environment became the basis of enterprise financial measurement and management. Creation of an expense management and cost allocation process that enabled significant expense control and savings.

Served in a key leadership role during the startup of the first behavioral health Medicaid managed care program in the country. Success was dependent upon a significant amount of vision, foresight, and ingenuity. Primary focus on operational processes in both clinical and administrative areas, technology, and data analysis and reporting to demonstrate the success of the program. The program received national recognition and quality awards. Led the negotiation, design, and implementation of a full risk sub-capitation agreement with a large hospital organization which required excellent negotiation skills and relationship building between adversarial parties. Served as acting Executive Director of a troubled program that required salvaging a customer relationship, re-design of the technology solution, and bringing program into contractual compliance, while maintaining acceptable profit margins.
