Ethica, LLC was founded to provide support in federal education issues, especially Title I, ESEA, and school improvement. Ethica advises on budget and policy issues, conducts program evaluations, and provides ongoing intelligence about both state and federal education.

Represent dependent youth at school and case management meetings. Review and summarize case files, obtain records, interview child clients, caregivers, and school personnel. Conduct state and federal legal research on Medicaid, education, foster care, dependency, privacy, special education, parental rights and school safety. Draft motions and court orders as well as legal memoranda. Assist in hearing and trial preparation.

Created and support a coalition to improve federal education programs, address the impact of poverty on children and their families, and share best practices.

Plan and direct all activities necessary to award more than $750M in funding, monitor compliance, provide technical assistance, and troubleshoot for 6 federal programs: Title I, Part A (Education for the Disadvantaged); Title I, Part C (Migratory Education); Title I, Part D (1) (State Agency Programs for Neglected & Delinquent Youth); Title I, Part D (2)(Local Education Agency Programs for Neglected & Delinquent Youth); Title VI (Rural and Low Income Schools); and Title X (Homeless Education). Serve as primary liaison with US Department of Education program staff, respond to legislative inquiries, and oversee staff of 20+.
