Chesley N. Blevins focuses his practice on representing companies requiring local, state, and federal environmental and regulatory permits, licenses, and other approvals required to conduct surface and in-situ mining, residuals management, and other industrial or land development activities. Mr. Blevins advises and assists these companies on permitting strategy, application preparation, regulatory review and approval including, where necessary, contested agency and court proceedings. Mr. Blevins is also actively involved in assisting permittees in maintaining regulatory compliance. Mr. Blevins has extensive experience coordinating with and appearing before the Railroad Commission of Texas (RCT) and the Texas Commission of Environmental Quality (TCEQ). He also has experience coordinating with other state and federal environmental agencies, including the United States Environmental Protection Agency (EPA), U.S. Army Corps of Engineers (COE), U.S. Mine Safety and Health Administration (MSHA), U.S. Nuclear Regulatory Commission (NRC), U.S. Department of Energy (DOE), Texas Parks and Wildlife Department, U.S. Fish and Wildlife Service, and the Texas Historical Commission. Mr. Blevins has over 30 years of experience working in the environmental, regulatory, and legislative process in Texas, first as an attorney with the predecessor agency to the TCEQ, then in a similar position with the RCT, and by over 20 years in private practice.
