James serves as CEO of his own limited liability company providing consultation services to fire and emergency service agencies throughout the United States and abroad. His topics include organization performance management, organization improvement, and fire/emergency agency accreditation. He also lectures to professional organizations in the development of organizational improvement programs and initiatives.

As one of the highly qualified Technical Advisors of the Center for Public Safety Excellence (CPSE), Technical Advisor Program, Chief Day guides fire and emergency service agencies in the pursuit of accredited status. During this consultation he utilizes the international model for organizational improvement developed by CPSE and the Commission on Fire Accreditation International.He also serves as a CPSE Instructor, teaching the “Continuous Improvement through Accreditation” workshop. As an instructor for CPSE, Chief Day has trained over 350 fire and emergency personnel from over 70 agencies in fire accreditation over the years. These agencies represented a wide variety of sizes and scope of mission, ranging from combination volunteer-career agencies serving suburban communities to career metro-sized agencies.

COMMISSION ON FIRE ACCREDITATION INTERNATIONAL; Commission on Fire Accreditation International Instructed Self-Assessment and Standards of Response Cover courses in; Delivery of AFRD performance assessments to Mayor's Office of Performance Management.Noteworthy: Lead AFRD to an award of accredited status 3 times in 15 years. Department progression at AFRD includes positions as a Driver, Company Officer, Administrator, and Chief Officer.

Chief Day served as a Management Analyst, Sr. of the Assessment and Planning Section in the Atlanta Fire Rescue Department. He returned to the section he created in 2002 to manage the retention of international accredited status and the reformation of the performance management program within Atlanta Fire. His leadership has resulted in Atlanta Fire retaining its accredited status and the continuous improvement of that agency’s performance management program.

Administers Fire Battalion of 6 fire stations with 7 Fire Companies totaling up to 40 members. Conducts employee development performance plans with subordinates. Trains subordinates in areas of supervision, hazard mitigation, record keeping, leadership, and customer service.Maintains all documentation related to staff training, grievances, performance evaluations, and disciplinary actions. Initiated succession development plans.Emergency Mitigation: Responsible for the safe deployment of emergency workers at fire, emergency medical, hazardous material, and technical rescue incidents. Utilizes the Federal Emergency Management Agency (FEMA), National Incident Management System (NIMS) practices and processes. Develops hazard mitigation practices for AFRD, thru participation of the AFRD Emergency Management Committee.Organization PerformanceManagement: Serves as lead Chief Officer in the development of performance measures of the effectiveness of the AFRD Field Operations Division (977 members). AFFRD's performance management program, ATLStat).Organization Improvement; Assessment and Planning, AFRD Administrated the organization self-assessment process for the successful award of accredited status by the Commission on Fire Accreditation International. Directed Executive and Senior staff in the process. Directly administered a 9 member staff.Strategic Planning: Guided the AFRD Executive staff in the development of vision, mission and strategic plans.

Assessment and Planning, AFRD Created and served as the manager of the AFRD's Office of Administrative Services Division, Assessment and Planning Section. The Assessment and Planning Section consist of two units, Response Analysis and Accreditation Units. Response Analysis of AFRD's delivery of emergency services, Accreditation Unit performs all hazard risk assessments and organization assessment for improvement.

Developed the performance management programs, AFRStat and the Assessment and Plannig Section of the Atlanta Fire Rescue Department. Both programs served to improve the performance of the department under the direction of the Mayor's Office of Performance Management.

Section Chief James Day led the Atlanta Fire Rescue Department (AFRD) in strategic planning, performance management and organization assessment. He led AFRD in achieving accredited status three times in 12 years.
