Plans, organizes, directs and implements fire prevention, suppression, and BLS emergency medical response to prevent or minimize the loss of life and property by fire and emergency conditions. Prepares and manages budget, coordinates and conducts training, develops policies, and works with Town Manager and other leaders to advance quality of life safety. Additionally:• Obtained the only paid position in 2006, initiated the transition for Duck Fire Department to become a combination career/volunteer department. Analyzed community needs and provided data to Town Council to identify potential service gaps and ensure community safety. This resulted in expanded paid positions beginning in 2008, with ongoing growth. • Expanded fire department operations from only incident response to full service all-hazards response also including Fire Prevention, Code Inspections, Pre-Planning, and other Community Risk Reduction activities. • Developed the Town’s Emergency Operations Plan used for both community events and disaster preparedness (hurricanes). This plan enables the Town to work more effectively with county, local officials, and other agencies to coordinate efforts, conduct training exercises, and increase efficacy of managing any event. • Performs Incident Command role for department and mutual aid region. A focus on positive relationships with mutual aid partners provides the best response and service for customers as well as safety of personnel.• Collaborates with regional training partners, to include 15 countywide mutual aid departments as well as 2 in neighboring county, for unified response. • Strengthened records management, an increased priority on training and a commitment to maintaining quality equipment contributed to an improved ISO rating from 4 to 2 in 2022. • Introduced data management to track activities and response times. Analyzes and presents data to Town leadership to set appropriate staffing levels and resources.
