About Chiming Peng

Dr. Chi-Ming Peng was Chief Executive Officer of WeatherRisk Explore Inc., which he founded. He promotes the concept of Weather Risk Management at Chinese society since 2002 and helps plan long-term strategy as the company expands its product offerings within the weather sector and other markets. In 2003, he was the Consultant of Central Insurance Co., Taiwan. As a consultant, he was responsible for creating and managing the company’s weather market; he developed the company’s weather operation, obtained approval from Taiwan minister of finance and insurance regulatory to launch Weather Insurance in Taiwan and executed the first weather contract.In 2004, Dr. Peng applied the license of weather forecasting; WeatherRisk Explore Inc. is the first and only company to providing the weather content to media. It is the first weather company in Taiwan/China.Dr. Peng has a PhD in Atmospheric Sciences from National Central University at Taiwan, continued as a research scientist and professor. He majored in air pollution, dust storm, cloud, acid rain and weather risk management.At 2003, Dr. Peng was honored the best entrepreneurs as a first Weather Company in Taiwan. In 2024, Dr. Peng was appointed Minister of Environment by the new President Lai Ching-Te and the Premier of the Executive Yuan, Cho Jung-tai.於中大碩士班、博士班及博士後期間，主要研究為大氣環境，為前學務長林能暉之博士班學生。在這段期間，建立了台灣第一個沙塵暴預測模式，協助執行台灣酸雨及雲霧觀測實驗計畫，在博士後期間，亦建立核擴散緊急應變系統，在日本發生核災事件時，對國內發揮很大穩定人心的功效。在這段期間，曾發表十餘篇論文，並獲得博士班校長獎學金。而由於人生志業的規劃，於 2003年參與國內創投業者主辦的創業訓練課程及創業比賽，獲得一百四十萬元，就於此開始在本校育成中心協助下，逐步展開創業，造福本校畢業生出路，為國內最大的氣象公司，每年正以百分之五十的速度成長。歐美日等先進國家已經將氣象業務區分為政府及民間產業，政府負責防災，民間氣象公司負責日常民間加值氣象服務。台灣在2004年氣象法修正開放後，彭啟明博士為台灣首位將氣象產業化的第一人，已服務台灣 260 個客戶。客戶包含台灣高鐵、自來水公司、遠雄建設、電信公司及電視台等。期間開發出台灣天氣保險保單，近幾年亦協助期交所建立天氣衍生性商品，在協助企業降低受氣候異常風險上，著墨甚多。2024年，彭啟明博士由新任總統賴清德及行政院長卓榮泰任命為行政院環境部部長。
