About Chip Lang

From Commercial concept through commissioning, all aspects of midstream and downstream pipelines, processing plants, and terminals. For the first 15 years of my career, I focused on opportunities to learn and gain a very well rounded background of experience in all of the facets of Oil & Gas. I networked and learned from some of the best in the industry. Now I look to redirect that knowledge for organizational impact in order to build "High Trust" teams, provide SME input or in smaller organizations, be impactful with hands-on leadership. I enjoy creating, and collaborating. My teams do not wait for someone to take action. They know the runway they have to work with, as well as, their limitations. We are in it to win it and in it with each other! My strength throughout my career has been taking my CEO or board's visions and instructions and turning them into successful companies or projects. I've done many "First of their kind" projects where I not only had to develop a plan for the execution of the project but I also had to learn the industry as well. JAX LNG was a primary example of being able to deliver this type of opportunity.Whether it's working with business development efforts to negotiate a commercial deal or sitting at the table across from a construction contractor negotiating a pipeline construction contract, I'm always looking for ways for myself and my teams to help move the ball across the line. From October of 2014 until September of 2015 I provided pipeline and project execution expertise to Flour Daniel for the NEXUS project, provided design and AFE level estimates for gathering systems in Oklahoma for Fortress Capital. For both efforts I provided design expertise, constructability reviews, regulatory guidance, contracting strategy and execution plans. During the end of this period I signed on to be a part of a mega-pipeline project for Kinder Morgan, however, the project did not move forward. My efforts there shifted into internal process review, route selection reviews and comments and opinions on a FERC spin down project.

As as founding member of StarMex and Paradigm, I created two privately backed midstream operating companies. My duties included development of commercial proposals, design and execution, operations and back office tasks like billing for tariffs and other contract negotiations. StarMex sold and closed in June of 2015 and Paradigm sold and closed in September of 2018.• Developed pipeline solutions for gathering projects in the Bakken and Eagle Ford in excess of $350 MM.• Designed, modeled, estimated, pitched and negotiated, procured, constructed and operated pipeline projects in the Eagle Ford and Bakken.• Developed tariff structure for company assets in North Dakota.• Negotiated transportation, interconnect and ROW agreements.• Directed regulatory compliance, FERC permit development and tracking, wetlands evaluations and permit compliance.• Develop business strategy for company in McKenzie County, ND.• Design and layout for the company’s pipeline system in McKenzie County, consisting of the Sacagawea Pipeline, Charlson Extension Pipeline, Watford Express Pipeline, Little Missouri Explorer and the Johnson’s Corner Connector. Also developed other JV pipelines in the area for the company.• Worked with local producers, as well as, state and federal regulatory officials to push company initiatives forward and worked with Fort Berthold Indian Reservation officials on permitting and other business initiatives.• Responsible for recruiting and directing staff, as well as, developing third party contractor relationships to assemble project execution teams.• Create something out of nothing.

Greg asked me to come reassemble our old team from Audubon and give him a year to get things up and running. While there my duties consisted of:• Manage the firm’s pipeline engineering group which consisted of 4 engineers and 15 designers.• Responsible for staff development, as well as, developing customer relationships.• Served as Project Manager over design and implementation of Eagle Ford Mainstream’s 105 miles (approximately $170 MM) of 30” NG Transmission from Cotulla, TX to Aqua Dulce, TX. Sequestered by a client to oversee their project’s design, and project execution.• Designed and assisted with crude oil pipelines in the Permian basin for Plains All American.• Responsible for developing design standards and review of deliverables to clients from the pipeline group.• Firm registered under my PE license in several states.
