Centlec (SOC) Ltd (hereinafter referred to as “Centlec”) was established as a municipal entity wholly owned by Mangaung Metropolitan Municipality (hereinafter referred to as “MMM”). Centlec was established both in terms of the Municipal Systems Act, 2000 (hereinafter referred to as the “Systems Act”) and the Companies Act, 1973 (hereinafter referred to as the “Companies Act”) and by virtue of being a municipal entity, it is obliged to comply with the provisions of the Municipal Finance Management Act, 2003 (hereinafter referred to as the “MFMA”). Centlec is governed by the Board of Directors, duly appointed by MMM from time to time and its day to day business is conducted under the stewardship of the Chief Executive Officer (CEO) and Executive Committee (hereinafter referred to as the EXCO). The board has an approved Charter which regulates the parameters within which the Board operates and to ensure the application of the principles of good corporate governance in all its dealings, on behalf of the entity. Centlec distributes electricity in areas under the jurisdiction of Mangaung, Kopanong, Naledi, Mantsopa and Mohokare Municipalities and has around 177 000 customers. Centlec’s customer base is over 90% residential and less than 5% commercial consumers. There are approximately 4,400 businesses and bulk customers of Centlec electricity.

AmCham was founded in 1977 as a non-profit association and operates without financial assistance from government. We promote and advance the interests and views of US business in South Africa. Through AmCham, business people of the United States and South Africa are able to come together and promote their mutual interests.

With wide-ranging changes taking place in South Africa, as well as internationally, business people find it increasingly difficult to operate in isolation and ensure survival. The chamber movement represented by the South African Chamber of Commerce and Industry and its almost 50 chambers is a lifeline for business people. The SACCI membership comprises approximately 20 000 small, medium and large enterprises across the breadth of the nation and across all economic sectors. Large enterprises are generally direct members of SACCI while small and medium enterprises are members through more than 50 local and regional chambers and 15 national associations. The chamber movement addresses all the economic, social and political issues affecting the business community in one way or another. The chamber movement is apolitical. It is “the voice of business” and it ensures that this voice is heard where it matters – where it is necessary to protect the interests of business, at local, regional and national levels. SACCI is a proponent of the role that business can play in socio-economic development in general and in contributing to national economic objectives specifically. SACCI and its chambers play an important part in the decision-making process in South Africa. No individual business should allow itself to be left out of this involvement. No business should deprive itself of the advantages to be gained, nationally and internationally, from membership of the chamber movement.What can business persons gain from the chamber movement?SACCI is the largest Chamber in the country. Through its constituent chambers, it has a total membership of close to 20 000 businesses, most of them small and medium-sized.

In democratic countries Parliament plays a very important role. The members of Parliament are elected to represent the people of the country. They also act as the voice of the people. Parliament, therefore, is accountable to the people of South Africa. Every five years the people of South Africa get an opportunity to cast their votes for a new Parliament. Each new Parliament is numbered. For example, in the elections of 1994 people voted for the First Parliament. The Second Parliament came into existence after the general elections in 1999 and the Third Parliament in 2004. Parliament consists of the National Assembly and National Council of Provinces. Each House has its own distinct role and functions, as set out in the Constitution. However, there are many instances when the two Houses act together to conduct what is called “joint business”.In the national sphere of government, the legislative power of the Republic is vested in Parliament. In other words, Parliament is responsible for making and passing laws. The National Assembly also chooses the President and is a national forum where issues are debated publicly. The Assembly also has to scrutinise and oversee the actions of the executive. The National Council of Provinces, on the other hand, must ensure that provincial interests are taken into account in the national sphere of government. It does that by taking part in the law-making process and by being the forum where issues affecting the provinces are debated publicly.Members of Parliament have freedom of speech, subject only to the rules of the Houses, when they participate in committees or debates. They have that right to ensure that they, as elected public representatives, can bring important matters to the attention of the Houses and the public. To protect this right, members enjoy certain privileges and protection in terms of an Act of Parliament called the Powers, Privileges and Immunities of Parliament and Provincial Legislatures Act, 2004.

The panel was established by the National Executive Committee of SALGA on the 5th December 2001 as an advisory and oversight body over performance management and remunerations matters. The Panel was established in terms of regulation 30.12 of the Public Finance Management Act (PFMA) which states that the accounting authority must establish procedures for quarterly reporting to the Executive Authority in order to facilitate effective performance monitoring, evaluation and corrective action. The Panel is mandated by the NEC to monitor and ensure integrity of the performance management system and to provide recommendations on performance management and remuneration matters for consideration by the NEC.

The Eskom Development Foundation – a not for profit and wholly owned subsidiary of Eskom Holdings SOC Ltd. – ensures that every Rand spent on CSI is used to good effect. The Foundation is run according to a guiding principle of sustainability, and supports a broad spectrum of projects in all nine provinces. The programmes that make up the Foundation's CSI portfolio are run according to the themes of: education, health, environment, enterprise development, food security, rural education infrastructure development, and social and community development.Way back in 1988 Eskom was grappling with South Africa's shifting political landscape and management approved the first ‘community development' project. This project provided talented students with bursaries to study engineering. From here Eskom began to delve deeper into community development projects and in 1989 a grant was approved to fund an independent school, St Luke's College. The school promoted excellence in mathematics and science. From the 1990s Eskom established a Community Development department. The department was mandated to identify NGOs that work in the field of enhancing education through CSI programme. In 1996 the Community Development department established the Small Business Expo. In 1998 was a momentous year for CSI at Eskom as the Eskom Executive approved the establishment and registration of the Eskom Development Foundation. The Foundation is a section 21 Company or a non-profit company and a wholly owned subsidiary of Eskom. The Foundation was mandated to coordinate and integrate Eskom’s CSI activities.

Eskom is a South African electricity public utility, established in 1923 as the Electricity Supply Commission (ESC) by the government of the Union of South Africa in terms of the Electricity Act (1922). It was founded by a parliamentary act, namely the Electricity Act of 1922, which allowed the Electricity Control Board to appoint Hendrik Johannes van der Bijl as the Chairman of the Board. The company was also known by its Afrikaans name Elektrisiteitsvoorsieningskommissie (EVKOM). The two acronyms were combined in 1986 and the company is now known as Eskom. Eskom represents South Africa in the Southern African Power Pool. The utility is the largest producer of electricity in Africa. Eskom operates a number of notable power stations, including Kendal Power Station, and Koeberg nuclear power station in the Cape Province, the only nuclear power plant in Africa. The company is divided into Generation, Transmission and Distribution divisions and together Eskom generates approximately 95% of electricity used in South Africa.

The Information Technology Association (ITA) was founded in 1934 and represents various companies concerned with the supply of information technology equipment, systems, software and services in the ICT industry. The ITA comprises a body of members actively participating in issues and events, which directly or indirectly affect business and need attention at national, international, governmental, NGO, para-statal and business level. One of the many functions of the ITA is lobbying and negotiating at government level on behalf of its members. The ITA works in close liaison with government, consumer and other specialist organizations. Through its close association with the ISETT SETA and Services SETA, the ITA promotes the maintenance of high standards of IT industry technical skills in accordance with international trends. The purpose of the ITA as stated in its Constitution is to “represent and promote the interests of its members, which shall be employers active in the Information Technology Sector.”

USAASA is a public body as confirmed by Schedule 3A of the Public Finance Management Act 1 of 1999. The existence, functions, duties and mandate of the Agency are governed by sections 80 – 91 of the Electronic Communications Act 36 of 2005 (“the ECA”) which came into operation on 19 July 2006. The new amendments to ECA, which have a direct bearing on governance of the Agency, came into operation on 21 May 2014 In terms of the ECA the Agency must:strive to promote the goal of universal access and universal service; encourage, facilitate and offer guidance in respect of any scheme to provide universal and access, universal services or telecommunication services in terms of the Reconstruction and development Plan (RDP); foster the adoption and use of new methods of attaining universal access and universal service; make recommendations to enable the Minister to determine what constitutes universal access, universal service and under serviced areas; conduct research into and keep abreast of developments in the Republic and elsewhere on information communication technology, electronic communications services and electronic communications facilities; continually survey and evaluate the extent to which universal access and service have been achieved; make recommendations to the Minister in relation to policy on any matter relating to universal access and universal service; advise the ICASA on any matter relating to universal access and universal service; continually evaluate the effectiveness of this Act and things done in terms thereof towards the achievement of the goal of universal access and universal service; manage the Universal Service and Access Fund in accordance with the provisions of the Act; submit annual reports in its operations, budget and expenses to the Minister; utilise the USAF exclusively for the payment of certain subsidies; and provide incentives to network licensees to construct operate and maintain networks in areas declared under-serviced.
