As COO for OneStar Foundation, Chris serves in an executive leadership role with oversight over OneStar’s financial, budget and human resource functions. He also serves as a senior advisor to the CEO providing strategic counsel on administration of the $12 million AmeriCorps*Texas grant program and implementation of the Texas Faith-Based and Community Initiative, including statewide efforts to strengthen the nonprofit sector in Texas. Highlights of accomplishments:• Directly led implementation of a new human resources information system, a customized customer relations management system, a company-wide migration to cloud-based software platforms for accounting and employee productivity, and directly managed all aspects of a corporate office relocation.• Collaborated with the President/Chief Executive Officer to create a strong internal culture, provide support to the Board of Directors, and build strategic relationships and partnerships which build the credibility of OneStar as a neutral convener and respected leader in the nonprofit sector.• Provided executive leadership in the development and launch of new programs and initiatives, such as the creation of the Nonprofit Management Alliance of Texas, Texas Nonprofit Summit, and implementation of a self-sustaining AmeriCorps VISTA intermediary project.• Recognized the value of OneStar’s role in disasters and successfully transformed OneStar’s relationships with the Texas Division of Emergency Management and Voluntary Organizations Active in Disaster partners – currently serving as Vice President of the Texas VOAD and Chairman of the Central Texas VOAD. • Maintained budget transparency and stability across the organization during extremely unusual federal funding cycles, such as the 2013 Sequestration.• Successfully completed the requirements to earn the American Society of Association Executive’s Certified Association Executive (CAE) credential.

As Vice President of Social Impact and Innovation, Chris served in an executive leadership role with oversight over OneStar’s nonprofit capacity building programs and activities, including the new area of Social Innovation. Chris also continued to lead the Governor’s Faith-Based and Community Initiative. Highlights of accomplishments:• Collaborated with the President/Chief Executive Officer to identify and develop strategies to produce defined outcomes and social impact, build strategic relationships and partnerships, and provide support to the Board of Directors.• Oversaw the creation of innovation, high-impact programs to strengthen nonprofits in Texas, including the Impact Texas Initiative executive leadership program and the Texas Social Innovation Initiative.• Implemented groundbreaking legislation to improve the relationship between government and nonprofits, including the management of a statewide task force, coordination of a committee of Governor-appointed state agency liaisons, and preparing reports for the State Legislature.• Oversaw the $2 million Renewing Our Communities Account (ROCA) funded by the Texas Legislature to strengthen the capacity of nonprofits to partner with the state, including sub-grants to nonprofit organizations across the State of Texas.• Successfully directed the implementation of numerous federal, state, and private foundation grants from application through close-out. Depth of experience includes ensuring compliance with grant rules and regulations, awarding sub-grants, and collaborating with project partners to achieve desired outcomes.

As Director of Programs, Policy and Public Affairs at OneStar, Chris served in an executive leadership role with oversight over all of OneStar’s programmatic areas, including nonprofit capacity building programs and activities, the $12 million AmeriCorps*Texas grant portfolio, research and evaluation, and public affairs. Chris also continued to lead the Governor’s Faith-Based and Community Initiative.

As Manager of the Governor's Faith-Based and Community Initiative, Chris served in a senior leadership role where he created the vision and oversaw the implementation of the Governor’s Faith-Based and Community Initiative, including programs designed to strengthen the nonprofit sector, such as capacity building grants and innovative training programs, such as the Texas Rural Demonstration Project which focused on strengthening nonprofits in rural parts of Texas.

• Effectively managed professional staff responsible for implementing the President's Faith-Based and Community Initiative at the Department of Health and Human Services (HHS), resulting in the highest progress rating possible on the White House OMB Scorecard for the Initiative.• Successfully implemented all White House standards and suggested best practices for the Initiative, including a comprehensive outreach strategy and expansion of annual reporting on the participation of faith-based and community organizations in selected grant programs.• Coordinated efforts to monitor and evaluate progress of key pilot programs administered by HHS, such as the Compassion Capital Fund and Mentoring Children of Prisoners program.• Advised the Director, Counselor to the Secretary, and the White House Office of Faith-Based and Community Initiatives on issues related to the implementation of the Initiative at HHS.

• Coordinated White House efforts to implement the President’s Prisoner Re-entry Initiative and the Gang Prevention Initiative announced in the 2005 State of the Union Address.• Advised the Director on key faith-based programs administered by HHS and other Federal agencies, including the Compassion Capital Fund, Mentoring Children of Prisoners program, Access to Recovery drug treatment program, and the Ready4Work job-training program.• Developed and reviewed policy related to the Faith-Based and Community Initiative, including new Presidential Initiatives and advised the Director on activity by the Congress.

• Served as the liaison, on behalf of the Department and the Secretary of Labor, to state and local elected officials in several regions of the United States.• Designed and implemented the intergovernmental strategy for Departmental rollouts of legislative, regulatory and programmatic initiatives.• Advised the Secretary of Labor, senior staff of the Department, and the White House Office of Intergovernmental Affairs on various issues impacting state and local governments, including the reauthorization of the Workforce Investment Act.
