Managed personnel, schedule, resources and subcontractor strategy to successfully complete a high profile construction project under strict Department of Energy and Navy Nuclear security and safety criteria. CEO of Construction and Engineering Firm (Civil Engineer Squadron). Led over 900 personnel (AF and Navy) on daily public works and emergency management functions; includes facility maintenance, repair, design, construction, environmental management, housing and real property management, fire protection and emergency services, explosive ordnance disposal and emergency management. Oversaw and managed $500 million active construction program and $10 billion plant value. Executed $140 million budget, managed 4,000 facilities across 35,000 acres, and 2000 housing units across all business lines and initiatives. Identified strengths and weaknesses to improve program effectiveness, improve processes and ensure compliance.Led the #1 Natural Resources Program and the #2 Readiness & Emergency Management Dept in the US Air Force, the #1 Readiness & Emergency Management Dept and #1 Public Works Maintenance Dept in Pacific Air Forces, and the #1 Fire and Emergency Services Dept in Air Combat Command.

Led and integrated actions for 155 personnel directly supporting the Secretary of the Air Force and the Chief of Staff of the Air Force on Installation and Real Property policy, Airspace Sustainment, Base Realignment and Closure and Strategic Basing decisions. Assisted with strategic communication to senior Air Force Leaders, DoD Leaders and US Congress.

Provided executive oversight and policy development, coordination, advocacy and resource distribution for a $2B Civil Engineer readiness program. Civil Engineer representative to the AF Crisis Action Team during emergency and crisis events.

Planned and developed a $200M program and led 10-person Air Force and Army engineer team with planning, scope development, design, award and management of construction projects for Afghan Army and Security Police in southern Afghanistan, including operations and maintenance of their facilities. Synchronized and coordinated collaborative construction across multiple agencies (NATO, Afghan, DoD, etc).

Managed a $7M budget and led 178 Airmen on operations, maintenance and repair of a $2B physical plant covering 6,481 acres. Planned, programmed, and accomplished approximately 12,000 jobs per year on 4M square ft of facilities, 726 military family housing units, and 3M square yards of airfield and base pavement. Provided leadership and training on deployments and exercises and directed disaster recover actions from the engineer control center. Led the #1 Public Works Maintenance Dept and the #1 Energy Program in Air Mobility Command; earned Federal Energy Management and AF Reducing Energy Awards

Co-Led the commander’s internal think tank providing strategic policy analysis and communications support. Responsible for article and speech writing, research and trip preparation to European and African Nations to engage with military leaders, and other time sensitive special projects for the Commander, United States Air Forces in Europe (COMUSAFE). Helped prepare and articulate key US and NATO air, space, and cyberspace messages to DoD, Congress, AF Major Commands, Combatant Commands, Sister Services, and the American Public. Advisor on doctrine, strategy and operational war fighting matters and facilitated strategic communication between external and internal staffs to synchronize operational timelines.
