Inspector General (IG) for the Installation Management Command, a global organization consisting of six Regions and two major subordinate commands: the Family and Morale Welfare Recreation Command and the Army Environmental Command. The command has over 78,000 personnel and an annual budget of over $13 billion. Building the IG organization and capability from scratch to an end state of an IG HQ staff of 31 personnel, region staffs overseas totaling 24 persons and a structure to support installation IGs at over 70 offices. Establishing the commands first inspection plan and assistance and investigations capability to assess systemic issues and critical programs and provide timely and effective feedback and recommendations to the commanding general. Provide an avenue for feedback for employees and stakeholders. Use the Inspector General Network (IGNET) and the Inspector General Assistance Request System (IGARS).

Orchestrated the efforts of 15 functional division chiefs to provide a full range of installation management support functions to the Army in support of the Global War on Terrorism, Base Realignment (BRAC), and Army Transformation. The most significant support functions included mobilization, emergency medical services, care of wounded Soldiers, contract security guards, the Army Safety Program and business transformation. Coordinated support to key stakeholders and customers through 6 region chiefs of staff as well as 4 senior liaison officers to major Army commands. Managed the command group front office and administrative and facility support to the headquarters including protocol, recognition programs, space, IT, security, budget and personnel issues and actions. Directly managed the Installation Management Board of Directors process. Chaired the Installation Management Working Group.

Directed a staff of 40 personnel and managed support programs in operations and mobilization; training and mission support; emergency services which included anti-terrorism, law enforcement, physical security, fire and emergency medical services; and intelligence and security.

City manager for Fort Myer, Virginia, and Fort Lesley J. McNair, Washington DC. Provided municipal and base operations support through the planning and execution of an annual appropriated and non-appropriated budget totaling $96 million for a community of over 14,000 assigned military and civilian personnel, plus 108,000 supported family members and retirees in the National Capital Region (NCR). Provided efficient, customer-focused support to units and activities ranging from Headquarters Military District of Washington to the college campuses of the National Defense University and the Inter-American Defense College to separate detachments and agencies, including the 3d US Infantry (The Old Guard) and The US Army Band (Pershing's Own).
