Budget Development and Portfolio Management: Formulate and implement the President's Budget for the Environmental Protection Agency (EPA), Chemical Safety and Hazard Investigation Board, and the Udall Foundation. Manage an annual portfolio of over $7B.Cross-functional Coordination and Communication: Serve as OMB central point of contact, communicating cross-functionally with senior internal staff, top-level government offices, federal agencies, and non-governmental organizations. Advisement, Program Planning, and Policy Analysis: Advise policy officials on planning and programming for agency accounts. Conduct studies and special projects to achieve policy and cross-organizational goals and communicate needs for new/updated legislation.Progress Tracking and Program Evaluation: Track progress and update officials on efficiency of existing policies and programs in meeting objectives.Document Review and Executive-level Communication: Develop, review, and advise on formal documents related to the agencies, such as Budget and State of the Union messages, statements of Administration positions, veto messages, and Executive Orders. Budget Management and Environmental Projects: Managed $150–$200M annual operating budget. Ensured funding supported environmental departments and contracts and developed President’s Budget exhibits in support of environmental programs.Project Oversight, Environmental Remediation, Scopes of Work, and Timeline Management: Oversaw environmental remediation projects, developing scopes of work, cost estimates, and research. Worked with finance to obligate and outlay funds and oversaw contractors, establishing milestones and deliverable timelines. Environmental Restoration and Program Management: Spearheaded Environmental Restoration programs, providing expert advice that combined complex technical, legal, political, fiscal, and public affairs aspects of environmental issues into viable program actions. Environmental Compliance and Legal Compliance: Monitored environmental legislation at all levels to ensure compliance with laws in locations worldwide.Program Direction and Federal Government Regulations: Imparted authoritative program direction to ensure formal planning documents complied with local, state, and federal policies and regulations, as well as agency and departmental goals and objectives. CERCLA, RCRA, and CWA: Provided expertise on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); Resource Conservation and Recovery Act (RCRA); and Clean Water Act (CWA). Regulatory Compliance and Federal Government Relations: Ensured regulatory compliance for all company product lines, interacting with the EPA, Department of Homeland Security, U.S. Coast Guard, California Air Resources Board, and foreign regulatory institutions. Legal Interpretation and Environmental Compliance: Interpreted environmental statutes, legislation, and regulatory requirements. Provided regulatory support and subject matter expertise to engineering teams to ensure future products were compliant with all regulations. International Relations: Represented company to international organizations focused on environmental and statutory development. Project Management, Site Management, and Water Quality: Managed 2 state-led Superfund sites on the National Priorities List with approximately 25 facilities/parties and 11 Water Quality Assurance Revolving Fund (WQARF) sites. Research and Environmental Engineering: Performed research and provided comprehensive recommendations on environmental engineering.Environmental Remediation and System Operations: Conducted environmental cleanups that involved design of selected remedy, implementation of remediation system construction, management of system operation, risk-based assessment review, and site closeout.Issue Management and Assessment: Led assessments on compliance order, notice of violation, and CERCLA-responsible party search issues.Environmental Compliance, Water Quality, and Template Design: Recognized as first project manager to successfully bring a WQARF site to a Record of Decision (ROD). Environmental Geology, Field Work, Water Sampling, Soil Sampling, and Geological Mapping: Conducted field work, including water and soil sampling; drilling, operation, and maintenance of remediation systems; installation of water production wells; and geologic mapping on projects throughout the Southwest. Employed innovative soil vapor intrusion sampling at potential sites. Environmental Site Assessments and Data Reporting: Administered environmental assessments for property transactions; collected and interpreted environmental, hydrologic, and geophysical data; and prepared, reviewed, and evaluated complex technical data and reports.
