In this role I performed big data analysis using Azure Databricks, validated software development performed by consultants, undertook data procurement, catalogued and security assessed data, developed discussion papers and roadmaps, documented business requirements, assisted with data ingestion and led complex processes refinement.

In this role, I led a team of 5 staff to design and report on departmental performance metrics, build Microsoft Power BI reports for road performance analysis, respond to analysis requests from within DTP and broader government and was the Agile product owner delivering a data fusion model utilising Azure Devops. A highlight of this role was providing daily advice across government on usage and performance of the transport network through the Covid-19 pandemic.

In this role, I managed 4 teams and 35-40 staff, namely the Real Time Signal Operations team, Permits and Events Team, Network Strategies Team and the Managed Motorways Team. I supported and mentored staff, developed business plans, led the delivery of significant initiatives, managed budgets, researched best practice, and bid for additional funding. Some of the key developments that I led were research into improved data management for network performance reporting, which resulted the successful pilot of a roads data fusion model, and I was the operations technical lead involved in developing the Smarter Roads Program which was later funded by government to the value of $340m.

In this role I managed a team of around 20 staff who operated a 24/7 operations centre, responsible for ensuring the safe and efficient operation of all state roads across Victoria. I established guidelines and procedures, managed the transition to using new intelligent transport systems and provided leadership during significant incidents and events such as motorway closures, significant roadwork, disruptive sporting and community events, bushfires and flooding. For part of my time in this position I also assumed the role of VicRoads Emergency Management Officer, coordinating VicRoads response to emergencies and interfacing with the State Control Centre. As Emergency Management Officer I provided leadership through the September 2016 flooding, which caused widespread damage including the closure of over 190 roads. The Traffic Management Centre responded to over 300,000 phone calls per year.

In this role I optimised the operation of traffic signals to improve transport network efficiency. I monitored network and signal performance in real time, from the Traffic Management Centre or Event Operations Centres, over-riding the adaptive signal operation where efficiency improvements could be identified. I prepared modifications to normal signal operation in response to upcoming roadworks and events and undertook signal reviews to implement permenent changes to the adaptive signal operation. As part of this role I developed analytical solutions using Microsoft Excel and VBA to transform and analyse traffic signal data, quantifying performance changes and identifying improvement opportunities. A highlight of this role was performing a traffic signal review of Hoddle St and implementing innovative treatments which resulted in peak capacity improvements of 5% and 8% respectively, and very significant travel time reductions (we did not have the data to quantify the travel time reduction at that stage).

As a Senior Traffic Engineer, part of my time was spent was on Managed Motorway optimisation. I took a secondment to the position of Team Leader Freeway Ramp Signals and led the optimisation of the Alinea / Hero algorithms, implemented in the traffic control system STREAMS. During this time I made significant enhancements to existing Microsoft Excel based analytical tools to enable improved optimisation.

I was seconded to the Freeway Management System team on the M1 Project to assist in the implementation of Victoria's first Managed Motorway. A key issue was identified around emergency services access along Managed Motorways where shoulders had been removed and Lane Use Management had been implemented. I coordinated workshops to engage with emergency services and work through the issues, establishing a memorandum of understanding around how Managed Motorways would be operated and procedures for VicRoads staff.

I was appointed to the role of Traffic Signal Engineer on the VicRoads Graduate Program and continued working in this role following the completion of my graduate rotations. In this role, I designed over 30 sets of traffic signals, provided feedback on draft traffic signal layouts, investigated and resolved complaints from motorists and performed traffic signal optimisation under broad supervision.

I was appointed to the role of Program Development Engineer on the VicRoads Graduate Program and assisted in developing projects including the Breakwater Rd Realignment.

I was appointed to the role of Program Delivery Engineer on the VicRoads Graduate Program and managed contracts relating to roadside vegetation maintenance and rest area maintenance.
