Chris Kramer provides expert financial consulting services to lenders, government agencies, utilities, program developers and managers, and environmental and consumer advocates.At the national level, he has served as a longtime consultant to the U.S. Department of Energy and Lawrence Berkeley National Lab. He has led or contributed to several studies and papers on energy efficiency financing topics, including a national overview of best practices in energy efficiency financing, energy efficiency financing in low-income communities, financing evaluation and related regulatory issues, approaches to accessing secondary market capital for energy efficiency financing programs, and a national comparison of on-bill financing and repayment programs. He recently published an ACEEE paper on utility programs access to $20 billion in financing capital from the EPA Greenhouse Gas Reduction Fund, an AESP article on consumer protection in tariffed on-bill financing programs, and a U.S. Department of Energy report on driving demand for energy efficiency financing programs.At the state and local level, he has served as the lead financing consultant to the Connecticut Energy Efficiency Board in coordinating with the Connecticut Green Bank, he trained NYSERDA staff on the launch of the New York Green Bank, and he acted as the primary consultant to the California Treasurer's Office on the launch of the statewide Go Green Financing program. He currently serves as a consultant to the Massachusetts ratepayer advocate on optimizing the budget of one of the country's largest and most successful residential energy efficiency financing programs. Based in Vermont, he assisted the Vermont Public Service Department in launching a now long-running and successful residential energy efficiency financing program, and he currently serves as a consultant to the Vermont Bond Bank on pipeline and loan product development for nonprofit-owned schools and hospitals.
