Salford, Greater Manchester

Responsible for leading the development of Salford’s approach to ensuring local people benefit from the economic renaissance of the City. Includes the development of policy, programmes and projects designed to tackle deep seated deprivation and disadvantage. Major focus on the design and delivery of integrated public services, including leadership of multi agency work on to improve service outcomes in employment and skills, environment, health inequalities, child poverty, and other key drivers of deprivation. Joint post with Salford City Council with lead responsibility for Employment and Skills commissioning and performance management. Includes design and delivery of groundbreaking multi agency approach to deep seated worklessness and child poverty. ‘Working Neighbourhood Teams’ and ‘Raising Aspirations’ third sector investment programme. These approaches have significantly increased levels of engagement of hard to reach groups in Salford and have generated effective new multi agency outreach and caseload management arrangements – providing joined up support for complex barriers through mainstream public services. Played lead role on City Regional work in Greater Manchester including design and development of ‘Life Chances’ pilots, an approach to tackling deprivation strongly based on the Working Neighbourhood Team model. Designed and led the delivery of SPOTLIGHT, a process designed to reform the approach to service delivery on key regeneration issues, which is now gaining national recognition in the ‘Total Place’ programme. In 2009 worked as Adviser to Department for Communities and Local Government on Total Place Initiative, focused on joining up public services. Also offered regular advice and support to Child Poverty Unit on Child Poverty Bill in its development stages. Provided significant input which was published in HM Treasury Sub National Review of Economic Development and Regeneration and Houghton Tackling Worklessness review.

Responsible for the strategic management of a partnership approach to neighbourhood and community regeneration, tackling deprivation and delivering quality standards of public service at neighbourhood level in one of England’s most deprived Local Authority Areas. Involved strategic lead on Local Area Agreement, community regeneration policy, analysis, intelligence, systems, commissioning, performance management, change management, neighbourhood governance and neighbourhood management. Strong input into Corporate Management of the Council as part of the Senior Management Group.

Responsible for the development, leadership and management of the £55.8m New Deal for Communities programme and partnership including neighbourhood management processes. Included the development of governance arrangements through the creation of a company limited by Guarantee, the development of overall and thematic investment strategies, major project development, programme management, financial and human resource management. Involved design and implementation of a community engagement process that is recognised as best practice nationally. Support for the planning and development of broader plans for neighbourhood renewal and community strategy in Knowsley.

Member of team conducting central Government review of progress and strategy in improving the prospects of people living in deprived areas. Responsible for input of practice perspective, analysis of policy and practice effectiveness, research and strategy development. Involved contact with Ministers and senior officials across Government Departments and within Local Government. Culminated in recommendations for policy and practice in neighbourhood renewal and service accountability at local level, since translated into UK Government policy. Review led to recommendations that influenced policy, 2004 Comprehensive Spending Review and elements of the Local Government White Paper, published Autumn 2006.
