Responsible for the planning and execution of all of Esri's public safety industry strategies, including Fire, Emergency Management, Law Enforcement, CAD/911, and National Security. Applies geospatial technologies to domain specific issues, in order to drive adoption, market growth, and revenue generation. Oversees Esri's Public Safety Assistance Program, which include the Disaster Response and Special Event Management teams.

Responsible for Esri's Emergency Management market presence. As a domain expert, applies advances in geospatial technology and information sharing systems to issues faced by the public safety community. Manages Esri's Public Safety Assistance Program, which consists of two components; the Disaster Response Program (DRP) which assists agencies, organizations, and citizens in crisis around the world with the deployment of ArcGIS software to improve information sharing, situational awareness, and command and control in affected areas, and the Special Events Management Program (SEMP) which partners with jurisdictions managing large events, whether they be sporting events, conventions, conferences, etc., to better deploy ArcGIS with the goal of improving safety, security, and efficiency.

Appointed to the Office of the Governor, responsible for the coordination of all of the communications systems in the Commonwealth of Virginia having a public safety application. Advises the Governor and his cabinet on matters of communications policy and strategy. This includes the traditional disciplines of Land Mobile Radio (LMR) and telecommunications, but has expanded into the realm of broadband communications and information sharing initiatives. Responsible for the funding, sustainment, and implementation of communications programs at the local and state level, currently exceeding $600 million dollars. In addition:• Manages the Commonwealths Strategic Technology Reserve (STR), which currently consists of 6 teams, each with substantial communications resources including the Governors mobile command post and over 5000 radios.. • Chairs the Statewide Interoperability Executive Committee (SIEC), which consists of representatives from each of the Commonwealth’s 142 jurisdictions, state agencies, and numerous associations. • Appointed by the Governor to be the Commonwealth’s single point of contact for Public Safety Broadband and the First Responder Network (FirstNet), and has testified in front of Congress twice in that capacity. • Develops training and exercise programs across the Commonwealth, and implements Standard Operating Procedures for state communications and information sharing programs which may be used to respond to large scale disasters. • Runs the Commonwealth’s information sharing and situational awareness initiatives (VIISE), is the chair of the National Information Sharing Consortium, and is the co-chair of the White House Incident Management Information Sharing Committee.

Serves as the principle architect and Subject Matter Expert for the Department of Homeland Security’s Virtual USA (vUSA) program. Responsible for the development of the technical specifications, infrastructure, and design of the National Information Sharing Capability, which allows states, localities, federal agencies, and private sector partners to share emergency information in an environment which allows them to completely control the availability of their data, and easily discover information needed to manage large scale events of regional or national significance. Additionally, responsible for the formulation of governance and policy decisions that guide the program as it expands across the country. Currently engaged with 21 states, teaching them how to build information capabilities in order to more efficiently manage large scale incidents and events.

Operations Section Chief for State Emergency Operations Center. Directly supervises 20 employees day to day, and upwards of 300 employees and volunteers during response operations. Responsible for planning and response to incidents and events statewide in an All Hazards environment. Involved with the planning and execution of numerous large scale exercises to include Nuclear Power Station exercises (VOPEX), Virginia Emergency Response Team Exercises (VERTEX), and federal exercises such as Noble Resolve and the National Level Exercise. Supervises the State Warning Point/ Communications Center and serves as the State Emergency Communications Officer, which requires the maintenance and operation of numerous voice systems in the HF, UHF, and VHF range, the State Agency Radio System (STARS), as well as amateur radio and satellite communications. • Influential in the design and fielding of statewide emergency communications systems that are interoperable with both localities and federal responders. • Developed and implemented new Standard Operating Procedures (SOPs) for the Virginia Emergency Operations Center, which defines activities for the15 Emergency Support Functions (ESFs) that fall within the Operations Section. • Responsible for the design and implementation of the Virginia Interoperability Picture for Emergency Response (VIPER) which serves as Virginia’s Common Operating Picture.• Sits on the Statewide Interoperable Communications Executive Committee, The NIMS Science and Technology Implementation Working Group, and the FEMA Region III Emergency Communications Coordination Working Group. • Sought after as a speaker at numerous conferences, including the Virginia
