I currently oversee all administrative aspects of the firm including finance, marketing, intake, human resources, IT, and office/property management. I am leading the firm through a massive transformation in staffing structure and migrating to a new case management system, payroll system, and phone/communication system. Served as the Director of Contract Administration and member of the Senior Leadership Team for a Child Welfare and Substance Abuse and Mental Health Non-profit with annual contracted services valued at approximately $130 million. Led a team of 8 employees who manage 150+ agreements covering 18 counties in the Florida Panhandle. Developed and managed Operating Policies and Employee Handbooks.Duties included: Developing an efficient process for the procurement, creation of the contract, and finalization of the contract; Developing training to ensure compliance with federal (2 CFR 200) and state (Chapter 287, Florida Statutes) contractual, financial, employment, and ethical rules and regulations; Conducting presentations concerning federal and state contractual regulations to statewide conferences; monitoring legislation affecting both contractual and programmatic aspects of our services; and revising the totality of the organizations operating policies to ensure compliance with federal and state laws, rules, and regulations; and creating employment manuals and assisting the General Counsel and Human Resources Department with Employment Law issues.

Provide technical assistance to the Regional Sales Director and her team regarding procurement and contracting in Florida, Louisiana, Alabama, Georgia and Mississippi. Analyze and interpret state laws regarding general procurement and contracting and laws specifically related to virtual education. Develop and deliver training to sales associates regarding state law in their specific region. Develop short and long term action plans to increase sales and ensure compliance with applicable laws.

Served as Director for the Office of Contracted Client Services supervising 39 employees, in three separate units, with an annual budget of $2.8 million. Responsible for developing, implementing and evaluating the Department's procurement and contract management operations, which includes $1.9B+ in contracted services annually, as well as establishing and executing the Department's procurement strategy. Duties included: -Briefing Executive Level Management on matters concerning Departmental procurement and contracting -Ensuring Departmental solicitations, contracts and contract amendments comply with state laws and regulations -Assisting agency customers, vendors, and local government customers with questions related to procurement and contracting

Served as the Chief of Contract/Procurement Policy and Training in the Florida Department of Children and Families Contracted Client Services Unit.Duties included:- Development of Procurement and Contract Policy and Procedures for the Florida Department of Children and Families - Oversaw Procurement and Contract Policy and Procedures for the Department's 400+ contracts, valued at approximately $1.7 Billion yearly- Project Team Lead in the creation of a Procurement and Contract Management Playbook to facilitate a standardized and streamlined approach to Departmental contracting processes- Maintain a Procurement Scheduling Tool which tracks the lifespan of the Deparment's 400+ contracts- Developed and delivered training on a wide array of topics concerning Florida procurement methods, contract requirements, contract development, and contract management- Responded to Florida Department of Finanacial Services contract audits concerning deficiencies in Department contracts-Developed a Consultancy process to help Department Program Offices plan effectively for upcoming service procurements

Served as legal counsel to the Department on issues related to public procurement, contracts and employment. Advised the Family Safety, Florida Abuse Hotline, Adult Protective Services, Economic Self-Sufficiency, Medicaid, and Refugee Services Program Offices on issues related to procurement, rulemaking, policy, and other issues. Aided in the creation and revision of the Department's proposed legislation for the 2013 Legislative Session. Served as legal counsel and Subject Matter Expert to the Department's program offices during competitive procurement negotiations. Assisted the Deputy General Counsel regarding Federal and State Employment Laws such as the Fair Labor Standards Act and Chapters 110 and 112, Florida Statutes.

Provided technical and legal expertise to the Government Operations Subcommittee, legislators, and the public on matters pertaining to collective bargaining and public labor, employment, employee benefits, employee retirement and pensions (local and state), and state procurement. Researched and prepared staff analyses, reports, legislation, and amendments; responded to inquiries; and composed correspondence to members of the general public. Briefed legislators verbally and in writing on issues to be discussed during committee/subcommittee meetings, on the floor, or with constituents. Prepared letters, summaries, talk-sheets, speeches, reports, and informational memoranda on subcommittee issues at the request of the subcommittee chairman, and/or other legislators. Prepared the staff analyses and briefed committee members on House Bill 1405 (2011) (State Employee Retirement) and House Bill 7241 (2011) (Local Government Pension Plans).

Successfully litigated complex insurance cases at the First District Court of Appeal, Florida Circuit Courts, and the Division of Administrative Hearings. These cases included rule challenge proceedings, insurance rate cases, s. 120.57, F.S. hearings, and appeals. Successfully negotiated complex settlements, conducted discovery including depositions, drafted appellate briefs, and handled oral arguments for the Office. Drafted and reviewed consent orders, legislation, legislative analysis, agency rulemaking, final orders, legal memoranda, and legal briefs. Appointed lead litigator on multiple cases and settled cases in excess of seven million dollars for the State. Received a Davis Productivity Award from Florida TaxWatch for outstanding service and dedication to the State of Florida.

Provided legal support and research for civil and criminal litigation in the Seventh Judicial Circuit Court. Assisted in legal research and writing, including producing court documents for the Judge to review and approve. Drafted motions, jurisdictional briefs, and attended arraignments, pretrial motions, jury selections, and trials.

Responsible for the day-to-day management of a major retail store which grossed four to six million dollars per year. Managed the product inventory, salespersons, goods for display, sales, etc. Supervised a staff of 100+ employees.
