Enabling and Growing Data Analytics capabilities and impact at NUHS

I led a team that strengthened the Government’s long-term ability to deliver on Smart Nation initiatives through the development of HR, Functional Leadership and Strategic Partnership policies. As part of SNDGO’s senior leadership team, my colleagues and I shaped the Singapore Government’s digital strategies and policies and strengthened our organizational culture and engagement. In this role, our team is accountable to the highest political level, and we update the Prime Minister on a quarterly basis about our progress and achievements.Achievements:1. Developed and launched the Smart Nation Scholarship, a joint GovTech, IMDA and CSA scholarship to green harvest tech talent. We awarded 23 scholarships in 2018 and 2019.2. Developed the Digital Technologist Scheme to ensure that the Singapore Government is competitive with global tech companies for attracting and retaining top tech talent. We are scheduled to launch in late 2019/early 2020 and aim to attract at least 50 engineers from Silicon Valley companies and top local computer science programs. 3. Developed the Singapore Government’s Digital Functional Leadership model to uplift the tech capabilities and interoperability of systems for more than 80 public agencies.4. Developed a risk-based assessment framework for Government’s IT Strategic Suppliers to ensure resilience and reliability of systems and vendors. These vendors build and manage IT systems with a combined tender value of more than $3billion SGD.

Heading 2 units: Data Governance which oversees Government data governance policies and develops data exchange platforms, and Government Projects which drives the development of national strategic ICT projects.1. Advocated for and implemented data governance legislation for the Singapore Government, culminating in the data provisions in the Public Service Governance Act. This boosted data sharing and protection provisions within the Public Service, and we are in the process of shortening the data sharing process in Government from 12 months to 1.2. Conceptualized and oversaw the implementation of the MyInfo service, a platform that enables public sector agencies to securely share personal data with each other and financial institutions for greater citizen convenience and business value creation. With citizens’ consent, MyInfo securely provides personal data to 52 public agencies and more than 40 companies in the financial service, telco and transport sector.

In the Digital Government Directorate, my team strengthened the impact of Smart Nation on citizens and enterprises by developing digital government and data governance strategies for the Singapore Government. The products we developed resulted in transformed business models for the financial sector and greater convenience for citizens.1. Advocated for and implemented data governance legislation for the Singapore Government, culminating in the data provisions in the Public Service Governance Act. This boosted data sharing and protection provisions within the Public Service, and we are in the process of shortening the data sharing process in Government from 12 months to 1.2. Conceptualized and oversaw the implementation of the MyInfo service, a platform that enables public sector agencies to securely share personal data with each other and financial institutions for greater citizen convenience and business value creation. With citizens’ consent, MyInfo securely provides personal data to 52 public agencies and more than 40 companies in the financial service, telco and transport sector.3. Conceptualized and oversaw the initial implementation of the Enterprise Data Hub, a MyInfo-equivalent for data on companies. Product will be launched in 2020

In the Transformation Office, my team supported the organizational and digital transformation of the Singapore Government by creating funding initiatives for the Ministry of Finance and evaluating funding proposals from other agencies. Achievements:1. Evaluated and supported more than $200m of funding proposals over 3 years.

New designation effective Sep 2016 due to restructuring

In the Strategic Foresight Unit, we strengthened the Ministry of Finance’s strategic planning capabilities and sense of the opportunities & challenges in the future by developing strategic foresight, scenarios and futures products.Achievements:1. Developed strategic futures and foresight products to strengthen MOF’s strategic decision making on the future of Singapore and society. Developed futures collateral for the inaugural 2012 Singapore Summit closed door session chaired by DPM Tharman.

In the Compliance Strategy and Research Division, I helped to set up the team that transformed IRAS’s business model towards greater partnership with taxpayers by kickstarting IRAS’s compliance strategy. We helped increased rates of tax compliance while reducing enforcement costs and actions. I also helped set up IRAS’s first organization-level data science unit and practice. In the Property Tax Division, my team safeguarded Singapore’s property tax revenues by assessing property tax annual values for commercial and industrial properties. I also led a user team that helped IRAS transform itself to a digital organization by automating key business activities in the Property Tax Division.Achievements:1. Developed IRAS’s compliance strategy which recognized taxpayers as partners and minimized enforcement actions on normally compliant taxpayers. 2. Set up IRAS’s corporate level data science team to better understand profiles of non-compliant taxpayers for better targeting of audit and enforcement actions. 3. Led a team of 4 tax assessors to assess property tax Annual Values for more than 20,000 commercial and industrial units. The team’s assessments were data-driven and fair; we never lost a legal challenge at the Valuation Review Board against the value of our assessments. 4. Led a team of 30 officers to develop requirements for and test IRAS’s IRIN tax system. We were an effective business-tech bridge between IRAS management and Accenture, resulting in the launch of the IRIN Property Tax module with minimal delays, cost overruns and in production change requests.
