Performed oversight of capping arsenic and lead contaminated mine tailings at Plumas Eureka State Park in Johnsville, California as Assistant Response Manager.Performed oversight and documentation of lead and arsenic contaminated soil excavation and restoration activities at a residential neighborhood in Tacoma, Washington as Resident Engineer. Responsibilities included oversight of excavation, backfill, and topsoil placement activities, compliance with project specifications, documenting excavation activity, scheduling and overseeing in-place field density tests, documenting restoration activities and satisfactory repair of punch-list items, and interacting with USACE QC personnel. Completed minor and major source air permit applications, modifications, and/or annual reporting for City of Henderson Parks Department facilities and Water Reclamation Facility and RRI Energy electrical generation facilities in California. Permit modifications included revision of allowable operation hours, BACT analysis, addition of boilers, cooling towers, emergency generators, abrasive blast cabinet, solids processing building, etc. Provided weekly, in-office support to RRI Energy corporate office in Las Vegas for permit modification, reporting, regulation research, and forestry offset research/application. Traveled to facilities with RRI Energy Environmental Manager to provide on-site support. Conducted several Phase I/II ESAs and environmental audits at facilities in California, Nevada, Maine, and Texas.Conducted soil testing and documentation in association with satellite imagery study of disturbed land areas in Clark County. Conducted database review, industry and government interviews, and made recommendations for PM10 construction emission tracking research study (Clark County DAQEM). Performed investigation of suspected contamination and delineated extent of known contamination at various petroleum and industrial sites including soil, groundwater, and air sampling. Performed oversight of UST Closure activities, soil boring installation, monitoring well installation, and monitoring well abandonment. Performed installation, O&M, and air sampling of soil vapor extraction treatment system. Performed O&M and sampling of groundwater pump and treat system.Generated BTEX Remedial Action Plans using site investigation results, including cost analysis and recommendations. Conducted pilot studies where applicable, including enhanced aerobic biodegradation, enhanced anaerobic biodegradation, and dual-phase extraction.
