About Chris Oughton
My professional background has been in the management (CEO) of the industry association called Kwinana Industries Council, finishing in 2024 after 17 years. Combining the knowledge gained over that time prompted me to complete a PhD thesis about understanding what makes some industrial areas thrive while others fail to deliver for their industrial ‘residents’. The model I developed (KIC4) provides the tools to understand what about a precinct is going well (conducive to business) and what is not. I’ve taken the operation of the model out into industry and am now consulting globally about industrial precinct design and transformation. The scope of this work extends to formal precinct assessment through analysis of 20 key influencing factors, organising for collective effort and representative voices, decarbonisation, and improvement strategies.
