Responsible for estimating the cost of future Department of Homeland Security (DHS) contracts for the Secure Border Initiative (SBInet). Estimating construction, communications, common support elements and operations and support costs. Additionally, supporting the Department of Education’s (DoED) Federal Student Aid Acquisition Branch development of a cost library and provided support to the Coast Guard Deepwater Program Office. Department of Homeland Security Secure Border Initiative Program Office- Developed independent cost estimates by analyzing various program office requirement documents, Statements of Work, Work Breakdown Structures as well as working directly with program office functionally personnel. Scope of independent estimates included work on software development efforts, construction projects and various other program office support activities. - Developed and managed program office life cycle cost estimate. Life cycle cost estimate was utilized by program office personnel to prepare budget request documentation. Performed risk analysis on cost estimates to help ensure program office budgets contained sufficient funds to account for cost and schedule overruns. - Conducted numerous excursions, what-if analysis and trade off studies to determine the affect shifting or alternating the objectives of the program would have on the budget. Coast Guard Deepwater Program Office- Developed a software estimate for a multi year, multi increment software development effort. Analyzed requirements documents, researched analogous system and developed software estimating models in order to present a clear picture to program office personnel of the size, schedule, and cost of the software development effort.

Coordinated, implemented and managed the long range and day-to-day logistic/transportation support operations and budget management for an organization with over 750 personnel and $7.5M yearly budget. Developed and implementing logistic support plans during highly stressful war time conditions for a Task Force with an excess of 1000 people operating in five different countries during Operation Iraqi Freedom. Designed and developed a vehicle tracking system in MS Access. Database was utilized to achieve accountability of all vehicles and personal within the organization.
