Retired Director of the Fisheries Monitoring and Analysis Division responsible for overseeing the North Pacific Observer Program to ensure collection of high quality data for the conservation and management of North Pacific marine resources, stock assessments, inseason quota monitoring and catch accounting, prohibited species bycatch monitoring, and ecosystem science.

Responsible for managing NOAA Fisheries' National Observer Program (NOP) to implement commercial fisheries observer programs in compliance with the Magnuson-Stevens Fishery Conservation and Management Act, the Endangered Species Act, and the Marine Mammal Protection Act. Coordinated and led development of national program goals, priorities, and policies to ensure effective implementation of observer programs across the U.S.

Responsible for developing, drafting, and reviewing Fishery Management Plans (FMPs) for Atlantic tunas, swordfish, billfish and sharks, FMP amendments, Federal Register notices, analyzing data to implement fisheries regulations and ensuring that plans were in compliance with the MSA, the Atlantic Tunas Convention Act, National Environmental Policy Act, ESA, and MMPA.

Worked with Atlantic and Gulf of Mexico coastal states to implement the Coastal Zone Management (CZM) program. Responsible for oversight of federal CZM grants to Georgia and Texas, including review and approval of both state's annual cooperative agreements, coastal nonpoint pollution control programs, federally funded coastal construction projects, and ensuring compliance with federal CZM goals and policies. NOAA diver certification.

NOAA Coastal Management Fellow with the Connecticut Department of Environmental Protection, Office of Long Island Sound Programs, to develop a statewide wetland restoration Geographic Information System (GIS) and database to track wetland restoration projects.

Responsible for collecting, analyzing, and managing data from fish surveys on the Chesapeake Bay for presentation and publication. Assisted in designing cruise plans, organized and supervised research crew for trawl and plankton fish collections. Responsible for setting and retrieving 5 square meter midwater trawls on Trophic Interactions in Estuarine Systems (TIES) research cruises under the supervision of Dr. Edward D. Houde. MS thesis focused on the ecology and early life history of bay anchovy (Anchoa mitchilli).

Captain of commercial purse-seine and longline fishing vessels in Pacific salmon, herring, and halibut fisheries in Prince William Sound, including working as captain of one of the first vessels to respond to the Exxon Valdez oil spill in 1989. Limited access permit holder in PWS herring row in kelp fishery 1986- present.
