Full field development in southern Algeria with a design to process export gas at 10.3m3/pd dry gas, 1600t/d of LPG and 1800t/d of stabilised condensate. The remote gas plant included a Central Processing Facility (two trains), power generation and power distribution network, an industrial base, temporary and permanent accommodation and administration base together with a 100 well gathering network, three product streams Gas, LPG and stabilized Condensate transported via pipelines over a mountainous region (300km) to an existing Sonatrach infrastructure. This also included the establishment of a Main access road network 300km, temporary and permanent airstrips, a 600 man Base de Vie and military camp and associated infrastructure for a self sufficient remote gas producing plant 800km from the nearest port.Presently engaged in a dual role as the Company Head of the Joint Venture ( Groupement Isarene) and Project Director with the full accountability to develop a remote Gas Plant in Algeria. The total project value being in excess of US$2billionResponsible for the management of all aspects of the EPC contract both in country and multiple overseas locations from detailed engineering, to early works execution, simultaneous onsite/offsite construction through to commissioning and start up and operations. As a team we managed to find alternative design and construction methods so as to ensure project costs and schedules were minimized where achievable by building a close relationship with the contractor which accumulated to a final agreement to build a remote gas plant from an agreed effictive date to first production gas and PAC in 42 months This also included managing a project team of 100 + multi-national, multi-disciplined engineers and personnel for HSE, Engineering, Construction, Project Services, Contract and Procurement, HR, Logistics and Asset Protection so as to provide an oversight to all contractors and a dedicated workforce of over 5000 personnel.

LNG Development Project comprising of Onshore LNG Plant plus associated Offshore facilities. The onshore plant consisted of two process trains, 230 Utility and offsite fabricated modules, storage facilities, jetty, MOF,temporary accommodation village, industrial base and administration facilities, 850km subsea 42” pipeline, 80km Onshore pipeline. Road networks both on and offsite with an onshore contract value of US$16 billion.Support the open book tender during the EPC negotiation, into FID approval, contract award and sub-contractor evaluation and project execution.As General Manager I was responsible and accountable for managing the Main EPC contractor in the development and execution of the works associated with LNG Plant and Accommodation village. This included the final review, evaluation and approval of all sub contracts for Module Fabrication delivery and all onsite construction and associated infrastructure contractsThe role was to manage the main EPC contract and associated deliverables to ensure full compliance to the contract including the project schedule, cost and budget, HSE, Quality Compliance, to project standards and specifications.Provide client support and guidance as Chairman of the HSE Steering committee to the management of Environmental Regulatory approvals and execution, Health and Safety processes including an Injury, Incident injury Free and BBS program that was implemented at all sites. The Company site personnel consisted of over 200 personnel, 560 contractor personnel and over 10,000 sub-contractor personnel engaged within the two sites.The role also consisted of supporting the site external affairs groups in managing both local and federal media, government departments and providing the construction focal point of contact for all local community engagement and consultations within Darwin.
Project Manager Construction And Fabrication
Responsible and accountable for all the onshore scope of works valued more than AU16 billion for the overseas modular fabrication, onshore site development, accommodation village, onshore logistics and interfaces together with multiple sub-contractor (40 sub contracts) evaluation and final negotiation and award.Manage the development of the modularisation concept made up of 220 process, utility and offsite PAR modules with a combined weight of 200,000t, the largest being 4x 6,500t process modules together with sourcing and securing of module fabrication yards within Asia and Australia that have both capability and capacity. Responsible for final selection by an in-depth tender process of evaluation together with negotiating the relevant fabrication contracting and sub-contracting process for a multi package execution. The final modular fabrication scope consisted of engaging five independent fabrication yards in Thailand, China and the Philippine’s with packages broken up to eight specific works. Over 40 fabrication yards within the region were visited and evaluated to achieve the best possible outcome for the project in terms of their capability, record of HSE, cost, schedule and quality.For the main EPC, develop review and evaluate through an Open Book Tender process, the main EPC ITT package which included a competitive tender process for multiple sub contracts including module fabrication packages, module transportation, jetty, Tanks, MOF, CCPP, Civil and Infrastructure, Buildings, and multiple onshore construction EPC contracts including early works scheduling which also included local and federal government permits and approvals.Also, responsible for achieving and maximizing the extent of completion and pre-commissioning within the module yards and final site commissioning and start up strategy implementation within FEED which was then handed over to the commissioning manager for his implementation during OBT and EPC.
Overseas Construction Manager
Fast track LNG project comprising of LNG process train, storage tanks, utility modules, 250km 36” trunk line, subsea manifolds, jetty, 3 LNG tankers and associated onshore LNG plant infrastructure within North Western Australia. The Field was discovered in 2005 with planned first cargo 2010.As Company Construction Manager tasked with the overall responsibility of the Thailand Operating Centre for fabrication management, delivery and completion of all the modularized LNG plant so it can be effectively delivered within a defined shipping schedule from Thailand to Karratha.Directly involved with the development of the modularization concept for all onshore plant for fabrication, assembly, shipment and delivery outside of Australia to ensure the cost and schedule are effectively achieved. This included the tender and bid evaluation of proposed shipyards within the Asian region to establish the capabilities of each yard in fabricating over 54,000t steel made up of over 300 process, offsite and utilities modules.As most of the yards were deemed unsuitable or not available it was agreed with the fabricator to design and build two purpose built yards that could accommodate typical LNG Modules. This was negociated as part of the overall cost of the yards scope and contract.As this was an EPCm type of contract and as budget and contract holder (US$700m) I was tasked with the overall accountability and management of the managing contractor (Foster Wheeler Worley Parsons Joint Venture) FWWP were responsible for the management of four STP&I/Sino Thai steel and pipe fabrication shops, two new purpose built assembly yards at Laem Chabang (300,000m2+) and a combined marshaling yard coordinating over $1 billion of material and equipment running concurrently with split scope but managed by one project management teamTotal client, contractor and subcontractor workforce included over 14,000 with an estimated 32-million direct/indirect man-hours worked

New build FPSO designed around 1.2m/bbls storage, 120kbbls/day production with a topsides weight of 9,500 plus the drilling of 5 wells and installation of all associated pipelines and sub-sea manifolds. Project value US$1.7 billion• As Project Delivery Manager responsible to deliver a fully integrated FPSO from the Samsung shipyard. Optimise the base design to align the best schedule and quality.Agree a revised work schedule and contract scope with the shipyard to develop and establish all fabrication and completion schedules so we could enable the completion process to back end drive the fabrication and construction activities.This then enabled the client team to be responsible for all completion activities to drive the vessel departure within agreed milestones and budgets.The project team was made up of client and contractor personnel to ensure all contractual boundaries and responsibilities are defined well before starting the build sequence of both Hull and Topsides modules. Establish the Involvement of operational and completion personnel in design, FAT, completion preparation, construction supervision and commissioning activities which included both expatriate and local personnel up to 100+.Establish progressive acceptance philosophy with the emphasis on utilizing up to 70% operational personnel as part of the site completion team make up.Develop an incentive and milestone approach to achieve an early sail away target together with commercial and contract closure before sail away. The FPSO was delivered 5 weeks ahead of schedule 100% commissioned and accepted with no carry over from the shipyard and under the FPSO budget.Align all offshore start up activities and develop SIMOPS procedures to ensure concurrent activities are captured and planned accordingly.Manage and support start up activities after some 30-day rectification works in Singapore and achieve first oil within a schedule of 7 days from field hook up.
