Chris Winters is a passionate proponent of good government seeking to enact positive change for his local, state and national communities. Chris works hard every day to solve problems for Vermonters and debunk state employee stereotypes. Committed to transparency, ethics and endeavoring to make his small corner of state government as efficient and accessible as possible, Chris is proud to have served Vermont in the Secretary of State's Office for 25 years.His work as Deputy Secretary to Jim Condos has been incredibly challenging and rewarding. He has overseen the entire office as second-in-command and stand in for the Secretary when necessary. Chris leads the Secretary of State's legislative efforts, HR, communications, budget and IT, to name a few major responsibilities. Vermont has been a national leader in access to the ballot and Chris is proud to have helped Vermont pass and implement automatic voter registration, same day registration, and now universal vote by mail with overwhelming tri-partisan support. Vermont has been ranked first by MIT’s election performance index for the last two presidential elections. Chris is also incredibly proud that the VTSOS was able to conduct its business remotely through 2020 and beyond without a drop in service, and held a vote by mail election that resulted in record turnout and no Vermonter had to choose between their health and their right to vote. Due to Vermont's size, Chris is a “jack-of-all-trades” with a nimble and wide-ranging set of skills in management, law, communications, and policy, having been fire-tested through the 2016, 2018 and 2020 elections, cybersecurity challenges, death threats, mis and disinformation warfare, covid, and his own statewide political campaign for Secretary of State in 2022.
