The Board of County Commissioners (BCC) designated the PC as the LPA. The PC is the final decision-making body on Special Exception applications. The PC holds public hearings and transmits to the BCC recommendations on zoning district amendments, conditional use applications, proposed Master Planned Unit District (MPUD) zoning amendments, Operating Permit Applications, and certain appeals, including appeals from administrative variances to the Land Development Code (LDC) and alternative standards that have not been approved by the County Administrator. The PC hears and issues final determinations on variance requests pursuant to the requirements of the LDC.

According to federal and state laws, the Pasco County MPO is responsible for establishing a continuing, cooperative and comprehensive transportation planning process for Pasco County. Key responsibilities are the creation of the twenty-year Long Range Transportation Plan (LRTP), the five year Unified Planning Work Program (UPWP), and the five-year Transportation Improvement program.The Citizens Advisory Committee (CAC) was created to serve as a review and advisory body to the MPO in the comprehensive, cooperative, and continuing transportation planning process. The purpose of the CAC, as representative of the citizens of Pasco County, shall be to advise the MPO policy board by reviewing, reacting to, and providing comment on transportation planning process and to address both short and long range transportation planning issues and needs.
