Major Hazards Risk Assessor
CurrentI am a Principal Specialist Inspector in the Major Hazards Risk Assessment Unit of the Chemicals, Explosives and Microbiological Hazards Division at HSE.The unit works with other parts of Government across Great Britain to deliver Land Use Planning advice on development around existing major hazards installations and major accident hazards pipelines to local authorities, dutyholders, developers and the public. The unit also advises on plans to develop new businesses holding significant quantities of explosive, flammable or toxic substances.Maintaining public safety assurance in the planning system in relation to major hazards is central to the activities of the unit, which undertakes these statutory activities on around 4500 major hazard onshore installations (including pipelines) under the following provisions:- Hazardous Substances Consent Regulations;- Control of Major Accident Hazards Regulations;- Article 13 of the (retained) Seveso Directive, which covers land use planning around major hazards sites; and - Pipeline Safety Regulations.The Major Hazards Risk Assessment Unit uses its internal specialist knowledge to:- Support HSE programmes through the development and delivery of methods and standards for the quantified assessment of risks from dangerous substances (including flammables, toxics etc)- Undertake the predictive assessment of COMAH safety reports, Hazardous Substances Consents, 3 Zone Maps and LUP Applications;- Provide advice on the risks arising from onshore major hazards installations and pipelines to a range of stakeholders, including industry, local planning authorities and other government departments;- Represent HSE at land use planning appeals and inquiries and at technical gatherings of fellow professionals and other stakeholders;- Maintain technical policy topics, related methodologies, hazard assessment or quantified risk assessment tools, and supporting guidance; and- Commission science and oversee its delivery.
