CC served in IDA (now GovTech) from 2011 to 2020. In his last role he was responsible for whole-of-government ICT policy and governance. Prior to this he was responsible for overseeing government's IT infrastructure operations. He previously served concurrently as CIO-MICA, CIO-IDA and supervised the Culture & Communications cluster, representing IDA in provision of IT management services to a cluster comprising 8 public sector agencies - MCI, MCCY, IDA, MDA, PA, SSC, NHB and NAC. CC also previously served in the ITMA council and the IT committee of Dover Park Hospice, and was advisor to IASA Singapore. Prior to joining GovTech CC served in MINDEF and DSTA, the last 5 years of which he served as CIO and Deputy Dir (National Security). As CIO he was responsible for strategic use of IT in the 3,000-strong organisation. He defined the IT portfolio, strengthened governance and established Corporate IT Management as a core competency. He also represented the IT profession in national initiatives such as the National Infocomm Competency Framework Steering Committee.In National Security he was responsible for leveraging international and local partnerships to develop technology capability for Singapore; providing engineering support to Ministry of Home Affairs and heading the National Security Engineering Centre that advises on National Security matters in Prime Minister's Office. CC previously served as Asst CIO-MINDEF and as a founding member of the CIO Office established its Corporate IT portfolio and governance framework, and took the lead in IT infrastructure transformation. He also previously served as Assistant Dir (Systems Management) responsible for operational readiness of MINDEF’s IT systems and infra. He delivered the NS Portal, a public-private partnership providing government and lifestyle e-services to some 400,000 national servicemen from the Singapore Armed Forces and the Home Team. Prior to this, he was the programme manager responsible for developing GeBIZ, Singapore's government procurement portal.
