As the Tanium Public Sector CIO for State ,Local and higher Education, Federal and DOD, I work directly with the sales and technical teams in the U.S as well as consult with teams across the globe in similar capacities in driving high velocity deals. Provide direction in helping our teams drive incremental value, increase customer satisfaction and awareness in implementing the tanium platform in government and education which will provide clients with a common security posture, and strategic governance direction that will effectively align with their Cybersecurity Vision and Mission.

As the Director and Chief Information Officer of the San Joaquin County Information Systems Division (ISD), I formulate the strategic mission and vision for https://www.sjgov.org/WorkArea/DownloadAsset.aspx?id=33551 information processing services, telecommunications and radio dispatch for first responder support for the Sheriffs Department and Fire municipalities, and the Health Services Agency as well as coordination to thirty-one county departments. I provide executive direction for IT strategic initiatives, Electronic Health Systems and operations to the CIO of San Joaquin County General Hospital. ISD currently supports a portfolio of 279 enterprise systems to enable the business functions of these 31 departments. I have broad policy authority for the standardization of the Counties IT infrastructure, the Counties Cybersecurity Strategy and the Digital Innovation Services Plan to drive transformation across the County. The Digital Innovation Services Plan will provide standards, guidelines, and training to facilitate innovation and achieve a cohesive business operation to solve the Counties most pressing constituent challenges. In addition to the executive direction for the IT duties above, the San Joaquin County Registrar of Voters (ROV), under my direction is responsible for conducting fair, impartial, accurate, secure and transparent federal, state and local elections. Other functions of the Registrar of Voters Office include voter registration, election administration and campaign finance disclosures.

In my former role as Governor’s Office Appointee at the State of California Technology organization, I had broad responsibility for a very complex IT environment and function in a critical Executive Leadership position as the State’s second highest ranking Technology leader. As the State of California’s Deputy Chief Information Officer (CIO) I provided executive leadership for close to 1000 staff, managed executive level governance, provided oversight and policy direction to the State’s 139 CIOs within the Executive Branch, oversaw an operating budget of $450+ million and had co-statutory responsibility and oversight for the State’s robust IT Project Portfolio. I also had co-responsibility for setting the State’s Strategic Policy direction for IT and for formulating the State’s 2020 Strategic Plan. I routinely represented the State’s IT needs to the Governor’s Office and State Legislature and I am asked to testify on matters of the utmost importance. I was responsible for overseeing the State’s Information Security Office (ISO), Security Operations Center (SOC), Information Security Plan and I was an active participant in the State’s Cyber Security Taskforce and Incident Command and Response Center in coordination with the Governor’s Office of Emergency Services, the California Highway Patrol and the California Military Department. I also oversee the LEED regulated California Statewide Data Center that provide services to over 400 state and local government entities. I am responsible for driving the State’s Innovation and Transformation Plan and for operating the largest telecommunications network in the state, the California General Enterprise Network. I was responsible for the State’s IT Budget, Broadband and Digital Literacy efforts, the Office of Digital Innovation, the Enterprise Architect, the California Project Management Office and Customer Engagement Division.

Serves as the Deputy Director and Chief Information Officer (CIO) at the Department of Health Care Services (DHCS), I oversee an annual IT budget of approximately 150 million dollars and an IT Project Portfolio of 1.3 billion dollars within the Enterprise Innovation Technology Services Division (EITS). I have broad responsibility for the Division, formulate enterprise IT governance for DHCS and set strategic direction through the formulation of an IT Health Care Innovation Strategy http://www.techwire.net/wp-content/uploads/DHCS_Innovation1.pdf that identifies fundamental performance measures that align with the Department’s Mission and Vision as well as those of the State Chief Information Officer. I am responsible for 650 plus IT State and contract staff across six different IT Branches and two sections including management of a Chief Technology Officer within the DHCS ITSD as well as other IT staff residing within program Divisions utilizing a Federated Services Delivery Model. I oversee the IT Data Center Operations (infrastructure), and IT competencies that include security, application development, enterprise project and portfolio management, enterprise change management and quality assurance, enterprise architecture and administrative support for the Department including executive sponsorship and support for the California Medicaid Management Information System (CAMMIS), the California Health Eligibility and Enrollment Reporting System Project (CalHEERS) and Dental Medicaid Management Information System. I also oversee and manage the largest State Medicaid system in the country known as the Medi-Cal Eligibility Data System (MEDS). In addition to DHCS, I have management responsibility for supporting the Data Center Operations for the Health and Human Services Agency (HHSA), the California Department of Public Health, Covered California, the State Office of Health Information Integrity and the Office of the Patient Advocate utilizing a shared services model.

Prior to my role as CIO at DHCS, I served as the Chief Information Officer for the California Department of Food and Agriculture. As the CIO, I successfully implemented enterprise IT Reorganization efforts, consolidated IT staff and equipment under one domain, developed and administered new technologies such as implementing a virtualized infrastructure for all hardware and software, automated IT Governance policies and processes, and developed an Enterprise Architecture Plan that lead to more efficient policies, processes, and procedures for IT Projects.

Provided Project Management support for the Electronic Laboratory System and coordinate with UC Davis Medical Center Health Information technology medical center on HL7 messaging and integration into the hospital laboratory system. Work with with UC Davis Health IT Informatics organization on standing up and supporting mission critical systems statewide that integrate with Public Health supported systems. Manage and support all IT operations and information security associated with these efforts.
