About Christopher Francis, Ph.D.

Dr. Christopher (Chris) Francis is a first-generation Jamaican and Guyanese American who was born and raised in The Bronx and whose personal experiences influenced his career pursuits. Growing up in The Bronx and attending NYC public schools, Chris had first-hand experiences with daily metal detectors school policing, high crime, resource scarcity, teacher shortages, and overcrowded student populations. Though these were initially viewed as “normal” experiences, his point of view shifted upon enrolling at MIT. His vastly different background and experiences were uncommon to the majority of its student population and sparked an interest in social policy to uncover the context behind his experiences in The Bronx. In 2012, Chris obtained bachelor’s degrees from MIT in both Materials Science & Engineering and in Political Science with a U.S. Social Policy concentration where his thesis focuses on the impacts of charter schools as a solution to achievement gaps experienced by public school students.He then earned an M.S. in 2014 and Ph.D. in 2017 in Materials Science & Engineering from the University of California, Berkeley. Citing the desire to serve underrepresented populations and give people from those communities a seat at the decision-making table, Chris joined the California State Senate’s Budget and Fiscal Review Committee as a postdoctoral fellow in 2018.Chris was the Principal Budget Consultant for criminal justice reform, judiciary, higher education, labor and workforce development issues, serving in the California State Senate’s Budget and Fiscal Review Committee between 2018-2024. During his tenure, Chris’ managed, advised, strategized, steered, negotiated, and oversaw budget decisions and legislation for $20 billion of CA’s state budget annually. As lead negotiator and advisor on budget issues Chris helped California enact the first law in the nation to eliminate criminal administrative fees, close the state’s Division of Juvenile Justice, establish a reentry grant program to provide wraparound and supportive services to formerly incarcerated individuals, establish a reentry employment grant program, dedicate funding to increase the stock and affordability of student housing, expand financial aid programs, and provide hundreds of millions for student support programs across California’s public colleges and universities.
