• Advises the Deputy Commandant of the Marine Corps for Installations and Logistics (I&L) on results and utility of studies and analysis of Service and operational logistics matters, focused on Logistics Information Systems, Marine Corps Installations, Enterprise Ground Equipment Management, and Logistics Modernization and Innovation.• Manages a team of operations research analysts and outsourced analysis resources, whose quantitative products support senior level decision making within I&L through the use of data analysis, modeling, simulation, & optimization techniques.• Examples of past and current areas of research focus: Logistics Metrics Analysis to support planning for Major Combat Operations; Determining capabilities and quantities of future Unmanned Aerial Vehicles (UAVs) to deliver sustainment for the Marine Corps to employ in future operating environments; Analyzing the effects upon unit equipment readiness that staffing levels of maintainers can have at a given operational unit.

• Prepared periodic reviews in concert with the Joint Staff, Marine Component Commands, and senior Marine Corps leadership to assure consistency with the National Military Strategy (NMS).• Supported Marine Corps senior level leadership briefings and reviews of Operational Plan requirements, amphibious shipping issues, and concepts of support for the Pacific Command Area of Operations.• Prepared the Deputy Commandant for Plans, Policy, and Operations and the Commandant of the Marine Corps to participate in the Joint Staff Comprehensive Strategic Tank Series, reviewing the Department of Defense’s capability to address the dynamic and changing security environment of the 21st Century and to inform the development of the 2016 NMS.

• Led a team of civilians, contractors, and Joint/Combined military officers to train, advise and assist the Afghanistan Ministry of Interior (MoI) Logistics Directorate to assume full responsibility of planning, programming and managing the logistical sustainment of the Afghan National Police (ANP), which includes an annual budget of $111M.• As the lead of the Combined MoI Vehicle Management Working Group, was able to guide and mediate discussions between multiple Afghan and Coalition organizations, leading to improvements in the MoI management of its fleet of over 40,000 vehicles.• Persuaded the Afghan Minister of Interior to transfer $75M in funding to coalition forces in order to requisition vehicle repair parts with enough time to have Afghan supply warehouses stocked to support the transition of vehicle maintenance to the ANP by 2015.

• Managed over sixty Marines participating in the Chairman Joint Chiefs of Staff Afghanistan-Pakistan Hands Program, which provides the Commander ISAF-A with highly trained and experienced advisors to both Afghanistan and Pakistan National Security Forces.• Coordinated with Joint Staff planners and various training activities to fund and schedule force protection, advanced advisor, combat life saver, foreign language, and cultural training for APH Marines, ensuring they were prepared for their overseas billets.

• Led a team of Joint and Coalition military officers in training and advising a Joint Afghan National Security Force organization, comprised of Afghan National Army, National Police, Border Police, and National Directorate Security Officers, to share intelligence and plan and coordinate Joint Afghan National Security operations in the south-eastern region of Afghanistan• Traveled with Afghan counterparts to train and work with Afghan leaders from 6 different provincial operational coordination centers, to help formalize reporting requirements, standardize operating procedures, and conduct assessments, in addition to develop trusting relationships between Afghan National Security Force leaders.

• As Deputy Project Manager for a multi-billion dollar joint acquisition program, served as a member of the Source Selection Evaluation Board (SSEB), helping to determine the best offeror to both design and build the JHSV, and led the JHVS Team to a successful Milestone B approval from the Office of the Secretary of Defense (OSD), a Detailed Design and Construction Contract Award, and monthly design and production readiness reviews/working groups with the prime contractor.• As the JHSV T&E Manager, led and guided working integrated product team (WIPT) discussions, comprised of OSD, Navy, Army, and Marine Corps test agencies, which helped successfully develop Operational, Developmental, and Live Fire Test and Evaluation testing events, the JHSV T&E Master Plan (TEMP), and the JHSV Research, Development Test and Evaluation (RDT&E) Program Objective Memorandum 2010 (POM-10) Submission.

• As the Operations Chief for a new 9-man ETT, coordinated and executed team pre-deployment training taking place in Japan and CONUS, planned equipping and deployment of the ETT, and managed the operations of the ETT while deployed to Afghanistan.• As a trainer and advisor to the operations officer of a newly formed ANA battalion, supported his counterpart with training plans/courses and planning and executing numerous security, humanitarian assistance, and support missions.

• Worked with the Division’s Operations Section and higher headquarters logistics and operations planners to develop the Division’s Logistics Concept of Operations for Korean War Plans, including Wartime Host Nation Support (WHNS) requirements and agreements, equipment from Maritime Pre-positioning Ships, and conducting site surveys within the Republic of Korea.• Planned and coordinated for Mutual Logistics Support Agreements, contracted services, and movement requirements to support the Division during partner nation and coalition joint military exercises in Japan, Thailand, and Korea.

• Developed and used statistical analysis, forecasting, modeling and simulation tools to provide senior logistics decision makers with quantitative information to help efficiently allocate scarce resources, reduce risk and provide optimal solutions. • Conducted materiel readiness analysis to support materiel life cycle management decisions, which included: o Effects that a Howitzer Rotation Program has upon Down Time, Time betweenFailures, and Rounds between Failures. o Effects that Depot Level Rebuild Programs of the P-19 Airport Fire Fighting Truck and MK-48 Logistics Vehicle System (LVS) have upon vehicle readiness and vehicle maintenance hours. o Developed a simulation and conducted analysis of USMC mortar Down Time and Time between Failures to support a new acquisition Family of Improved Mortars Initiative for the Marine Corps Program Manager. o Development of Materiel Readiness Statistical Process Control Charts for USMC major equipment and weapon systems, to quickly help identify and quantify readiness trends.

As the Logistics Officer for a Battalion of over 900 personnel, led and managed over a dozen Marines to handle every aspect of the Battalion’s logistics functions to include: o Maintenance and accountability of over 2,000 weapon systemso Maintenance management and hazardous material management for a Battalion possessing over 500 vehicleso Managing the Battalion’s barrackso Managing the Battalion’s force deployment plans and accounting for equipment and supply physical characteristics to support load plans on aircraft or shipping, in order to support the ability of the Battalion to rapidly deploy during a global crisis response.Planned and oversaw the deployment of a 300 personnel Combat Service Support Detachment (CSSD) from Camp Pendleton to the desert training areas of 29 Palms California, in order to provide logistics support to an Artillery Regiment conducting a month-long training exercise. While deployed, served as the logistics officer of the CSSD and supported the logistics requirement of the CSSD while living in a desert field environment for over a month.

As the Assistant Logistics Officer for a 250 personnel unit deployed for 6 months aboard three different amphibious warships operating in the Western Pacific and Persian Gulf areas of operations, served as MSSG-11’s embarkation officer, armory officer, safety manager/advisor, morale, welfare and recreation officer and a Combat Service Support Operations Center Watch Officer (while operating ashore in Kuwait for over a month).As the Team Embarkation Officer for the US Navy Amphibious Transport Dock Ship, USS Cleveland, coordinated with the ship’s crew and five different landing force units to plan and execute amphibious embarkations and debarkations in San Diego, Singapore, Malaysia, Qatar, Kuwait, and Australia.
